Responsibilities
• Serve as the primary factory contact with state environmental agencies and coordinate all monthly, semi‑annual and annual reporting to state agencies in collaboration with the Environmental Engineer and Environmental Manager.
• Ensure full factory compliance with Title
V air, water, and landfill permits, including daily opacity testing, PM10, SO2, NOX, CO, CO2, and other emission units; maintain records and perform required testing.
• Monitor daily hydrogen sulfide levels per Minnesota Stipulation Agreement, apply approved chemicals, and take corrective action when necessary.
• Oversee wastewater operations: coordinate sampling, analyze lab results, resolve treatment performance issues, file monthly eDMR’s with the MPCA, and manage storm‑water collection, treatment, and discharge requirements.
• Manage solid waste compliance: maintain inert lime landfill operations, certify as a Solid Waste Landfill Operator, supervise mud remediation, monitor groundwater and soil testing, and oversee by‑product disposal and land application.
• Manage hazardous waste storage sites, including solvents, obsolete radioactive sources, PCBs, and asbestos; coordinate training and maintain documentation.
• Prepare semi‑annual and annual reports to regulatory agencies; collaborate with Corporate Environmental Manager for timely submission.
• Supervise a crew of union employees and outside contractors as needed for environmental activities.
• Work with corporate environmental staff to ensure alignment on existing and new regulations; refer unusual problems to Factory Manager or Corporate staff.
• Participate in audits and inspections, accompany auditors, maintain documentation, and communicate results to factory management.
• Perform ICM maintenance activities, coordinate with the factory maintenance superintendent, and support projects in wastewater areas.
• Maintain factory roads, ditches, and perimeter areas; oversee snow removal and ice remediation; update SPCC plans and coordinate monthly inspections.
Qualifications• Basic understanding of environmental law and in‑depth knowledge of all permits applicable to the assigned factory.
• Strong leadership, communication and administrative skills.
• Four‑year technical education or equivalent experience.
• Valid driver’s license.
Licensing Requirements- Waste Disposal Facility Operator III – required within the first two years.
- Industrial Landfill Waste Disposal Facility Operator II – required within the first two years.
- Landfill Operator – required within the first two years.
- Waste Disposal Facility Operator IV – required within the first two years.
- Land application Waste Water Operator Certificate Class
D – required within the first two years. - ND State Certified in Visual Opacity Readings – required within the first year.
- NDSHD Wastewater Operator Training (Hillsboro and Drayton) – complete within the first two years.
