On behalf of our client — a well-established nonprofit behavioral health and human services organization serving communities across northwest Minnesota — we are seeking an experienced Human Resources Director to lead and oversee all HR functions. This is a full-time, on-site leadership position based in Crookston, MN. As a strategic partner to executive leadership, the Human Resources Director will plan, manage, and coordinate all human resources initiatives — including recruitment, onboarding, compensation, benefits, training, and employee relations — while championing an inclusive, equitable, and people-first workplace.

This role oversees all HR functions and crafts strategies that align with organizational goals, advising and coaching managers on HR policies and programs, including employee relations. The Director manages daily departmental operations, business planning, and budget administration in accordance with professional standards and applicable state and federal regulatory requirements.
EssentialResponsibilities
- Lead, develop, and implement human resources plans, policies, and procedures grounded in equity, inclusion, and accountability, in accordance with current laws, best practices, and the organization's strategic plan.
- Ensure standard agency policies and procedures are in place and trained on to guarantee consistent service delivery and compliance with applicable standards.
- Develop, implement, and monitor key departmental performance targets and budgets aligned to the organization's strategic plan.
- Partner with the Executive Leadership Team and managers to develop and administer an agency-wide performance management process and training plans that address gaps and support staff development, leadership development, accountability, recognition, and engagement.
- Develop a comprehensive staffing and recruiting plan that supports current and future talent needs, retention, and succession planning; manage and oversee recruitment and onboarding.
- Provide support and guidance to HR Generalists, management, and staff on complex, specialized, and sensitive matters — including reasonable accommodations, workplace investigations, and terminations — partnering with legal counsel as needed.
- Lead the development, implementation, and administration of compensation programs, including survey participation, job evaluation, salary structure, and incentive plans.
- Recommend and manage benefits programs by evaluating employee needs, trends, and costs; serve as the primary liaison between the organization's benefits broker and the Executive Leadership Team.
- Lead, direct, and coach assigned HR staff to support their growth, development, and job performance.
- Collaborate as a liaison and consultant across departments to strengthen organizational culture, employee engagement, and HR service delivery.
- Leverage HR technology and systems to optimize reporting and analytical functions.
- Perform additional duties as assigned.
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum 7–10 years of progressive human resources experience, with demonstrated expertise across all core HR functions (recruitment, onboarding, compensation, benefits, training, and employee relations).
- Formal leadership experience, including directly managing, coaching, and developing HR staff.
- Proven experience administering benefits programs and serving as the liaison to a benefits broker.
- Hands-on experience with HR information systems; experience with Paycom and a learning management system such as Relias LMS is strongly preferred.
