We are seeking a Director of Construction Services to lead and grow a Construction Engineering and Inspection (CEI) program in Virginia. This role is responsible for building a construction services program, overseeing delivery of roadway and bridge construction services contracts, and strengthening relationships with VDOT, transportation agencies, and local municipalities across the Commonwealth.
What You'll Do- Lead and expand a Virginia construction services program with a long-term growth mindset
- Oversee delivery of Construction Engineering and Inspection (CEI) services for VDOT and local municipalities
- Provide executive oversight of roadway and bridge construction projects, ensuring compliance with VDOT standards, schedules, budgets, and quality expectations
- Serve as a trusted partner to VDOT and public‑sector clients
- Lead, mentor, and grow construction management and inspection staff in Virginia
- Support business development efforts, including pursuits, proposals, and strategic planning
- Collaborate with regional leadership to align operations with organizational goals
- Bachelor's degree in Civil Engineering or related field
- Significant experience with VDOT roadway and bridge construction
- Demonstrated experience delivering CEI services for public‑sector transportation clients
- Proven ability to build, manage, and grow a construction services program or business unit
- Strong leadership, communication, and client relationship skills
- Professional Engineer (PE) license preferred (Virginia or ability to obtain)
- Established relationships within VDOT or Virginia transportation agencies
- Experience overseeing multiple projects or programs across a region or state

- Maintain a valid driver's license with a clean motor vehicle report (MVR) for final consideration
- Possess a personal vehicle for use on or around a job site
- Read, write, and understand plans and directions given in the English language
- Basic computer skills with the ability to create and edit Microsoft Word and Excel documents, create Outlook emails and utilize SharePoint and Microsoft Teams to communicate with other team members
- Able to traverse a construction job site consisting of uneven ground varying in height and consistency of material, with a variation of elevation 19 or less (mud, gravel, rutted ground, etc.)
- Able to wear GPI required PPE, i.e., hard hats, safety vest, work boots, and/or safety glasses/goggles while working
- Able to move equipment or inspection specimens weighing up to 50 pounds
