The Dean is responsible for leadership, administering and directing the planning, promoting, staffing, supervising, and evaluation of the overall non-credit instructional course offerings for Continuing Education and Workforce Development (CEWD) in a multi-campus environment.

Primary
  • Provides leadership in pursuit of the mission of continuing education for the community, business, industry, and the region.
  • Develops, implements, and evaluates short-range and long-range goals for the CEWD, including setting goals, defining metrics for success, and ensuring that the programs align with the overall mission and vision of the institution.
  • Submits to the Senior Vice President for Instructional and Student Affairs the annual CE Operating budget and the FTE projection for CEWD.
  • Oversees the preparation and construction of the CE Year End Report and is responsible for presenting the report to the Board of Trustees for their approval.
  • Advocates for the needs and goals of CEWD at the senior leadership level to ensure proper representation across campus.
  • Works with CEWD leadership to create standard operating procedures, evaluate organizational structure and staff workload, and succession planning to create best practices and ensure continuity of service.
  • Determines the overall nature, scope and direction of the non-credit instructional programs and community services offered through CEWD.
  • Maintains liaisons with business, industrial, governmental, and service-related organizations to determine instructional and service needs and interests.
  • Works closely with the Senior Vice-President of Instruction and Student Affairs to effectively integrate the credit instructional offerings with the non-credit instructional offerings. Serves on relevant Blueprint for Education committees.
  • Promotes the mission and goals of CEWD both internally to the college faculty and staff, and to the public/community groups.
  • Develops and refines the operation of CEWD operations in Pennsylvania and Western Maryland Works.
  • Establishes and implements corporate partnerships that provide insight into future business and industry trends and that lead to customized programs for business employers.
  • Works with advisory boards in the planning of appropriate education and services to the communities served.
  • Ensures that programs adhere to relevant regulations, accreditation standards, and industry requirements.
  • Support the professional development of faculty and staff within the continuing education and workforce development area.

  • Keeps abreast of the latest trends and developments that can impact the design and delivery of educational programs and services to customers in our delivery region.
  • Maintains contact with other continuing education professionals, especially in the Maryland community system.
  • Actively serves on the Maryland Community College Association for Continuing Education and Training (MCCACET) group representing ACM’s Continuing Education & Workforce development and community services division.
  • Serves as a member of the local Workforce Investment Board and keeps the College actively informed and involved in retraining programs and other associated WIA funded activities.
  • Evaluates all professional and support staff of CEWD according to established evaluation procedures utilized institution wide.
  • Serves on College Committees assigned by the Senior Vice President for Instructional and Student Affairs.

  • Minimum of Master’s degree in Education, Business Administration, or related field required. Minimum of five years of experience in adult education, instructional leadership, budget management, grant management, or leadership experience in continuing education, workforce training, or related adult education settings required. Possess strong management and interpersonal skills. Experience in working with academic leadership at all levels. This position requires skills in the areas of management, oral and written communication, and computer software applications.

    Effective leadership skills related to planning, budgeting, and assessment are required.

    Demonstrated knowledge of organizational management, program development and design, strategic planning, marketing, budgeting, and materials resource management. Knowledge of Maryland Higher Education Commission (MHEC), Maryland State Department of Education (MSDE), and U.S. Department of Education (DOE) policies, regulations, and compliance requirements. Proven skills in program management, process analysis and improvement, coaching, networking, negotiation, teamwork, and interpersonal relations. Excellent written and verbal communication, organizational, and management skills with the ability to effectively lead initiatives and collaborate with diverse stakeholders.

    Proficient in budget management and the use of technology, including Microsoft Office Suite, and other higher education software applications.
