PURPOSE

Presents knowledge and ability to impact accuracy and quality control on all levels of assignments. Provides service to the cooperative by operating Geographic Information Systems (GIS) and related mapping systems, and peripheral equipment to generate digital drawings and integrated circuit designs of the electrical distribution system, including voltage transformers, overhead or underground cables, and related electrical equipment used to conduct electrical energy from distribution lines to consumers.

Demonstrates an awareness that this job exists to effectively serve every SEMC member and, at every opportunity, to increase member and public understanding to support SEMC.

REQUIREMENTS
  • Associate degree or technical school certificate in GIS or a related field, with a minimum of two years of related experience and/or training; or an equivalent combination of education and experience, as determined by the Corporation.
  • Advanced computer skills with MS Windows software packages (e.g., spreadsheets, word processing, databases), Internet, e‑mail, ESRI GIS mapping and CAD.
  • GIS certification or substantial GIS experience.
  • Ability to read and examine schematics and supporting documents received from other SEMC departments, outside contractors, or developers.
  • Ability to calculate, develop, and lay‑out dimensions, angles, curvature, and spatial relationships of components in design projects.
  • Ability to process and maintain confidential material with circumspect care.
  • Commitment to expand knowledge through independent study and external courses.
  • Ability to read, analyze, and interpret scientific and technical journals, and legal documents.
  • Ability to present information effectively to top management, public groups, and/or boards of directors.
  • Strong general mathematical skills.
  • Problem‑solving skills: collect data, establish facts, and draw valid conclusions.
  • Ability to interpret technical instructions in mathematical or diagram form and manage abstract variables.
  • Valid Georgia driver’s license.
  • Regular and reliable attendance record.
  • Flexible work hours, on‑call functions, and irregular work shifts, including evenings and weekends as required.
  • Availability to report during natural disasters and weather‑related emergencies, recognizing the utility nature of SEMC.
  • Ability to work in a constant state of alertness and safety; essential job function.
RESPONSIBILITIES
  • Provide technical assistance in database maintenance and map production for the GIS.
  • Compile source information and use software menus to edit graphics, attributes, and annotations within GIS.
  • Design and develop distribution system models using GIS.
  • Maintain and edit mapping systems, performing tasks such as posting, conversions, and upgrades.
  • Create maps and specialized databases for GIS installation.
  • Assist in converting existing projects and drawings to GIS format.
  • Update backlog of corrections and maintain data through conversion processes.
  • Review work orders, maps, blueprints, and specifications to determine critical design dimensions.
  • Operate and maintain all filing and database systems for drafting and mapping, ensuring file accuracy, backup procedures, and data transfer between software packages.
  • Collaborate with SEMC departments, developers, and design staff to determine project requirements and implement design modifications.
  • Assist other departments with software‑mapping activities and communicate project requirements within the organization.
  • Review work and make corrections at all levels to ensure accuracy and quality control.
  • Coordinate SEMC information software displays with GIS.
  • Meet continual accuracy demands and maintain regular deadline pressures.
  • Accompany survey crews in the field to collect data for construction drawing revisions.
  • Keep current knowledge of SEMC policies, programs, products, and services, as well as industry developments.
  • Handle frequent deadline pressures, changing priorities, and interruptions while assisting customers.
  • Perform all tasks, projects, and any other duties assigned by the reporting authority to fulfill SEMC objectives.
