As a Program Analyst – Journeyman at the Potomac River Test Range (PRTR), you will perform analysis on project plans, propose solutions, and support project processes to ensure forward progress, mitigate risks, and align with project objectives.
Duties and Responsibilities- Assist project/test leaders in identifying potential issues that may impact service quality and risk management.
- Track project/test cost, schedule, and percent completion for assigned task orders.
- Monitor burn rates against budgetary expectations.
- Prepare project/test cost versus schedule variance reports and report to TRAX management and the Government when budget thresholds are exceeded (75%, 90%, 100% or other defined limits).
- Create initial task order entries in the TEBS task order tracking module.
- Archive entries upon task order completion.
- Assist leadership in creating long‑ and short‑term plans, setting milestone targets, and meeting deadlines.
- Make effective recommendations when presented with multiple options for progressing the project.
- Serve as a point of contact for teams when multiple units are assigned to the same project to maintain synergy.
- Communicate progress to leadership.
- Adjust project/test schedules and targets as budgets or needs change.
- Perform other duties as assigned.
Skills and Qualifications
- BA/BS Degree in Business Administration, Technical Management, or a related field from an accredited college or equivalent experience.
- Seven (7) years of experience as a Program Analyst.
- Demonstrated project coordination and management skills.
- Advanced data analysis skills, with the ability to extract meaningful insights from complex datasets.
- Expertise in developing cost estimates and performing financial analysis.
- Demonstrated technical writing skills, with the ability to communicate complex information effectively.
- Solid understanding of test planning and reporting processes.
- Advanced statistical analysis skills, with the ability to perform statistical modeling and data mining.
- Demonstrated leadership and mentoring skills, with the ability to guide and develop junior‑level staff.
- Proficiency in project management software (e.g., Microsoft Project) and data analysis tools (e.g., Tableau, Power BI).
- Demonstrated communication and interpersonal skills to collaborate effectively with T&E teams.
- Proven ability to think critically and solve complex problems within a T&E program context.
Skills and Qualifications
- Prior experience working in a project management or program support role within a military or government environment.
- Experience with specific weapons systems or T&E programs.
- Work is performed in an environmentally controlled office environment.
- Must be capable of sitting and entering data on a computer keyboard for extended periods.
- Must be able to view a computer monitor for extended periods.
- Must be capable of lifting 25 lbs. unassisted.

- Must be a U.S. Citizen.
- Must possess a high school diploma or equivalent.
- Must possess a valid driver’s license, without special restrictions.
- Must pass a pre‑employment drug screening.

- Must possess or be able to obtain an interim security clearance prior to employment and maintain security clearance for the duration of employment.
