IT Project Manager

We are seeking an experienced IT Program Manager to drive a high-impact program supporting the Naval Systems Engineering Resource Center (NSERC) in Dahlgren, VA. This position is a key leadership role, partnering closely with the RMC Portfolio Manager and serving as the primary liaison for all contractual tasking and is located 100% onsite in Dahlgren.
Responsibilities- Lead day-to-day program management for a portfolio of DoD/Navy information systems and cyber/network projects, ensuring alignment with contract requirements and mission objectives
- Manage program scope, cost, schedule, and performance; monitor risks and issues; implement mitigation plans to keep programs on track
- Oversee a skilled cyber and network infrastructure workforce, including contractor personnel, and ensure effective tasking, prioritization, and resource allocation
- Develop and maintain integrated program plans, schedules, and budgets; provide accurate forecasts and status reports to both client and corporate leadership
- Serve as the primary point of contact (POC) for DoD and Navy stakeholders, building strong business relationships and ensuring responsive, proactive communication
- Direct technical and administrative support activities, ensuring product and service quality, on-time delivery, and adherence to performance standards
- Prepare and deliver formal briefings and written reports to senior DoD/Navy officials, communicating program status, risks, metrics, and recommendations
- Develop, document, and refine program management processes and procedures to drive continuous improvement and compliance with DoD and Navy policies
- Bachelor's degree from an accredited college or university in an engineering, scientific, business, or technical field. Acceptable Substitute{{:}} A total often (10) yearsof professional experience managing multiple information systems projects may substitute for the degree requirement
- Minimum offive (5) yearsof management experience on a significant
DoD program, with responsibility for cost, schedule, performance, and risk management - At leastfive (5) yearsof management experience on aU.S. Navy contract, including product and service quality, scheduling, cost management, business relations, and personnel management
- Proven skills and capabilities inprogram managementaligned with DoD structure, policy, and mission, including strategic planning, program governance, and stakeholder management
- Demonstratedleadership and accountabilitywithin DoD contracting environments, successfully leading cross-functional and contractor teams
- Strong ability to communicate effectively with senior officials (e.g., DoD clients), both verbally (briefings, meetings) and in formal written reports
- Active DoD Secret security clearance required at time of application

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current annual salary range for this position will be $150,000 to $175,000.
