General Statement of Duties

Performs a variety of supervisory and semi‑skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City water distribution facilities and systems.
Essential Duties- Performs all duties and responsibilities of a Water Utility Worker II, Water Utility Worker I, or Water Utility Technician, including:
- Inspection, cleaning and maintenance of pump stations and reservoirs;
- Repair, maintenance and construction of water lines and appurtenances;
- Assisting in the inspection of the city raw water reservoir, taking water samples and reporting findings to the State Board of Health.
- Performs duties of Supervisor in his/her absence.
- Ensures that assigned staff have and know how to use the materials, methods, tools, and equipment appropriate for each task. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to the Supervisor. Cleans and checks equipment and tools after use.
- Provides necessary direction, training and assistance to crews at work sites. Enforces policies, regulations, and safety and health standards.
- Oversees the safety of assigned workers, projects and equipment by instructing individuals in proper safety procedures.
- Responds to complaints in public facilities regarding water issues such as leaks or pressure loss. Evaluates situations and explains findings to supervisor.
- Assists in projecting needs for equipment, materials and supplies.
- Prepares and maintains daily, monthly, and annual reports and records, as assigned.
- Is knowledgeable and familiar with State and Federal rules and regulations pertaining to water quality and construction and safety standards.
- As a Lead worker in the Public Works Water Department, employee is considered a “First Responder” which is considered essential personnel. This means in the event City offices close due to inclement weather, etc., employee is still required to report to work for scheduled shift, as well as any overtime or extra hours required.
- Employee must be available for rotational weekend duty and weekend on‑call duty to perform routine maintenance duties on water treatment plant, water distribution and respond to Public Works emergency calls.
- Employee may be required to work overtime at the discretion of the Public Works Water Distribution Supervisor.
- Reasonable knowledge of equipment, facilities, materials, methods and procedures used in public water supply, water distribution systems and water treatment systems.
- Skill in operation of the tools and equipment listed below.
- Ability to understand and resolve a variety of complex problems; ability to guide, direct and motivate employees; ability to organize and supervise the activities of various crews performing construction and maintenance work; ability to perform heavy manual tasks for extended periods; ability to work safely; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, other departments and the public;
ability to understand and carry out written and oral instructions.
- Graduation from high school education or GED equivalent, and
- Minimum three (3) years of experience relating to the construction, repair and maintenance of water distribution including the operation of related maintenance, equipment, or
- Any equivalent combination of education and experience.
- Must possess or be able to obtain by time of employment a valid Oregon Driver License with an acceptable driving record;
- Commercial Driver License (Class
B); - Certification from the State of Oregon as a Water Distribution Operator II is required.
