Work Arrangement: 100% Onsite | No Remote

Schedule: Monday–Friday | 8:00 AM–5:00 PM

Pay Rate: $30.00–$40.00/hour

Work Location: Will split time between two Dallas facilities located approximately one mile apart.

Position Overview Wheeler Staffing Partners is seeking an experienced Grant Compliance & Accounting Specialist for a contract opportunity in Dallas, TX. This role is responsible for post-award grant administration, financial management, billing, accounts receivable, revenue recovery, reporting, and compliance for federal, state, local, and private grants. The ideal candidate brings 3–5 years of grant accounting, grants management, nonprofit finance, or compliance experience, along with working knowledge of Uniform Guidance (2 CFR Part 200).

Key Responsibilities
  • Prepare and submit grant invoices, reimbursement requests, drawdowns, and funding requests.
  • Manage grant accounts receivable, collections follow-up, cash receipts, and reconciliations.
  • Reconcile grant revenue, billings, draw requests, and payments to the general ledger.
  • Monitor grant budgets, expenditures, spending rates, cash flow, and budget-to-actual performance.
  • Identify reimbursement delays, funding variances, questioned costs, and compliance concerns.
  • Assist with grant revenue recognition, accounting entries, and financial reporting.
  • Ensure compliance with Uniform Guidance (2 CFR Part 200), HUD regulations, CoC, ESG, and other applicable grant requirements.
  • Review grant expenses and documentation for allowability, allocability, accuracy, and proper approval.
  • Maintain complete, organized, and audit-ready grant records.
  • Track reporting deadlines, grant requirements, renewals, monitoring activities, and audits.
  • Support external audits, compliance reviews, monitoring visits, and Single Audit requirements.
  • Review payroll allocations, timesheets, procurement records, and supporting grant documentation.
  • Prepare financial reports, budget variance analyses, grant status reports, and compliance updates.
  • Partner with Finance and program teams to ensure eligible expenses are accurately captured and reported.
  • Provide guidance to internal teams regarding grant documentation, accounting procedures, and compliance requirements.
  • Assist with internal controls, corrective actions, and grant management process improvements.
Required Qualifications
  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field.
  • 3–5 years of experience in grant accounting, grants management, compliance, nonprofit finance, or government-funded programs.
  • Working knowledge of Uniform Guidance (2 CFR Part 200).
  • Experience with grant drawdowns, reimbursement requests, invoicing, accounts receivable, and reconciliations.
  • Experience with grant financial reporting, budget monitoring, and compliance.
  • Advanced Microsoft Excel skills, including pivot tables and financial analysis.
  • Ability to interpret grant agreements, funding regulations, and compliance requirements.
  • Strong analytical, organizational, reconciliation, and documentation skills.
  • Ability to work onsite Monday–Friday and travel between two nearby Dallas facilities.
Preferred Qualifications
  • Experience with HUD-funded programs, including CoC, ESG, HOPWA, or similar programs.
  • Experience with nonprofit or government-funded organizations.
  • Experience with Sage Intacct or similar accounting software.
  • Knowledge of restricted fund and nonprofit accounting.
  • Experience supporting Single Audits, external audits, or compliance reviews.
