Director, Federal Accounting Compliance - Dallas, Texas

Mark Cuban Cost Plus Drug Company is seeking a senior government accounting leader to build and lead our Federal Accounting Compliance function. The Director, Federal Accounting Compliance will establish a DCAA-compliant accounting infrastructure, develop indirect rate structures, lead incurred cost submissions, and serve as the primary liaison to government auditors and contracting officials. This role will advise executive leadership on compliance risk and contract profitability while building a scalable government accounting team that supports our federal growth strategy.

• Build and lead the Federal Accounting Compliance function, including the design and maintenance of a DCAA-compliant accounting system that meets SF 1408 pre-award adequacy standards.
• Design, implement, and maintain indirect rate structures, including fringe, overhead, and G&A pools.
• Establish and manage provisional billing rates and forward pricing rates.
• Own the annual incurred cost submission process, including preparation, review, submission, and defense of submitted rates.
• Ensure ongoing compliance with FAR Part 31 cost principles, Cost Accounting Standards (CAS), and applicable DFARS requirements.
• Serve as the primary point of contact for DCAA, DCMA, government contracting officers, and other government stakeholders during audits, pre-award surveys, floor checks, and rate negotiations.
• Establish processes to identify, segregate, document, and exclude unallowable costs in accordance with FAR 31.205.
• Develop, implement, and maintain government-contract-specific accounting policies, procedures, and internal controls.
• Partner with Legal, Contracts, and Program teams to structure contracts, assess compliance requirements, and support proposal pricing.
• Advise executive leadership on federal compliance risk, contract profitability, indirect-rate strategy, and the financial implications of the company's federal growth plans.
• Recruit, develop, mentor, and scale the government accounting team.

• Bachelor's degree in Accounting, Finance, or a related field.
• 10+ years of government contract accounting experience, including at least 5 years in a leadership role.
• Deep, demonstrated expertise in FAR, CAS, DFARS, and DCAA audit requirements.
• Direct experience building and/or maintaining a DCAA-compliant accounting system.
• Hands-on experience preparing and managing incurred cost submissions.
• Hands-on experience developing, administering, and negotiating indirect rates.
• Strong ability to develop accounting policies, internal controls, and scalable processes for government contracting.
• Ability to communicate complex compliance, financial, and contract profitability considerations to executive leadership and cross-functional partners.
• CPA designation is preferred.
• MBA or Master's degree in Accounting or Finance is preferred.
• Experience in pharmaceutical, manufacturing, or another regulated life-sciences environment is preferred.
• Experience with government-compliant ERP platforms, such as Deltek Costpoint, is preferred.
• Prior experience standing up or scaling a government accounting function is preferred.
