Key Responsibilities
  • Oversee the day-to-day administrative and operational functions of the Office of General Counsel, ensuring efficient workflow, resource management, maintains the OGCs calendaring and adherence to established policies and procedures.
  • Develop, implement, and maintain Standard Operating Procedures (SOPs) for the OGC and other impacted departments, ensuring consistency, timeliness, regulatory compliance, and operational best practices.
  • Manage, evaluate, and administer software platforms and legal technology tools utilized by OGC staff, including case management systems, document management systems, and related applications; coordinate procurement of such systems, licensing, upgrades, and user access.
  • Monitor office budgets and expenditures in coordination with the General Counsel and Associate General Counsel, tracking invoices, legal fees, and departmental expenses.
  • Serve as the primary liaison between the OGC and other departments within DHA, facilitating communication, scheduling appointments, coordinating cross-departmental initiatives, and ensuring alignment with legal and organizational priorities.
  • Correspond and coordinate with outside law firms, outside counsel, courts, regulatory agencies, and other external entities on behalf of the OGC, ensuring timely and accurate communication and follow-up.
  • Coordinate responses and submissions to government agencies, including the U.S. Department of Housing and Urban Development (HUD) and applicable state agencies, as directed by the General Counsel or Associate General Counsel.
  • Oversee and manage the lease enforcement process, including coordinating eviction proceedings, tracking case statuses, maintaining accurate records of enforcement actions, and liaising with property management staff, outside counsel, and courts to ensure timely resolution.
  • Maintain a tracking system for lease enforcement cases, deadlines, and outcomes; generate reports for OGC and DHA executive leadership.
  • Coordinate with and train relevant departments to ensure consistent and up-to-date application of lease enforcement policies and procedures across the DHA’s portfolio.
  • Schedule, coordinate, and provide administrative support for DHA’s Board of Commissioners or DHA affiliated entity meetings, including preparing, distributing, and filing meeting notices, agendas, and supporting materials in compliance with the Texas Opening Meetings Act.
  • Maintain a working knowledge of the Texas Open Meetings Act (Chapter 551, Texas Government Code) to ensure all Board and affiliated entity meetings are properly noticed, conducted, and documented in accordance with statutory requirements.
  • Coordinate the preparation and timely filing of all required meeting notices with appropriate governmental bodies and ensure public posting requirements are satisfied.
  • Maintain and organize official minutes, resolutions, and Board records in accordance with applicable retention schedules and legal requirements.
