DescriptionOBAN Squared, a wholly owned subsidiary of the OBAN Corporation is seeking a Senior Proposal Manager. This role owns and leads the end-to-end development of persuasive, value-driven proposals and pitch materials for federal, commercial, and private-sector clients. The role will ensure strict compliance, disciplined execution, and competitive positioning. This role directly impacts revenue growth, and focuses on differentiation, outcomes, storytelling, and speed—helping position the firm as a trusted consulting partner rather than simply a service provider.
CoreResponsibilities
- Lead the full lifecycle of proposal development (responses to RFPs, RFQs, RFIs, pitch decks and statements of work).
- Ensure strict compliance with Section L/M instructions, FAR/DFARS requirements, formatting, and submission rules.
- Develop proposal schedules, compliance matrices, outlines, review plans, and submission timelines and checklists.
- Tailor content to executive buyers, procurement teams, and line-of-business leaders.
- Lead color team reviews and risk mitigation efforts.
- Partner with the Senior Business Intelligence Architect to operationalize capture strategies.
- Embed win themes, discriminators, and agency mission drivers throughout proposal content.
- Provide candid bid/no-bid and proposal readiness assessments.
- Lead development and maintenance of technical, management, staffing, resumes, capability statements, and past performance volumes.
- Edit and integrate SME inputs into clear, persuasive, evaluator-focused narratives.
- Ensure proposals are structured to maximize scoring against evaluation criteria.
- Ensure proposals reflect consistent brand voice, quality, and professionalism.
- Coordinate inputs from operations, finance, HR/recruiting, contracts, and leadership.
- Manage subcontractor and teaming partner compliance, content, and integration.
- Align technical solutions with pricing assumptions and staffing plans.
- Build and refine scalable federal proposal processes, tools, and content libraries.
- Lead post-award and post-loss debriefs; institutionalize lessons learned to strengthen future pursuits.
- 7–10+ years of federal and/or commercial proposal management experience.
- Strong working knowledge of FAR-based solicitations and source selection processes.
- Strong collaboration, writing, editing, deadline management, and leadership skills.
- APMP Practitioner or Professional certification or equivalent a plus.
- Experience supporting civilian agencies and/or DoD.
- Experience in professional services or consulting environments.
- Experience in SBA small business environments (8(a), SDVOSB, HUBZone).
