Position Summary
This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non‑expendable (NX) equipment in the assigned area(s).
ResponsibilitiesKey responsibilities include managing non‑expendable equipment lifecycle, maintaining inventory records, and ensuring accurate property accounting. Specific duties are:
- Conducting research and maintaining perpetual inventory accounts for NX equipment in a database system
- Determining required sources of equipment, purchase card program, and simplified acquisition procedures
- Using barcode scanning equipment and appropriate tagging equipment to implement property accounting systems
- Researching and analyzing information to resolve questions and issues, and improve operations
- Advising on management, control, and accountability of equipment in use
Applications must meet all requirements by the closing date of 07/17/2026. Candidates must satisfy the time‑in‑grade requirement and possess the required experience or education for the GS level.
Time‑In‑Grade RequirementApplicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of the announcement.
- For a GS‑7 position: must have served 52 weeks at the GS‑5 level
- For a GS‑9 position: must have served 52 weeks at the GS‑7 level
- An SF‑50 showing time‑in‑grade eligibility is required with the application materials.
- Additional SF‑50s may be required if the most recent SF‑50 does not clearly demonstrate the required one‑year time‑in‑grade.
Specialized experience equivalent to at least the next lower grade (GS‑5) is required for GS‑7.
- One year of specialized experience in the normal line of progression for the occupation in the organization.
- Examples of specialized experience include:
- Conducting research and maintaining perpetual inventory accounts for NX equipment in a database system
- Determining required sources of equipment, purchase card program, and simplified acquisition procedures
- Using barcode scanning equipment and appropriate tagging equipment to implement property accounting systems
- Researching and analyzing information to resolve questions and issues, and improve operations
- Advising on management, control, and accountability of equipment in use
Applicants wishing to receive credit for such experience must indicate clearly the duties and responsibilities in each position and the number of hours a week spent in such employment.
EducationApplicants may substitute education for the required experience. To qualify based on education for GS‑7 level:
- Must have a full year of graduate level education or superior academic achievement.
- Superior academic achievement (SAA) is based on one of the following:
- Upper third of the graduating class in the college, university, or major subdivision.
- Grade‑point average of 3.0 or higher out of 4.0 (B or better) or 3.5 or higher out of 4.0 (B+ or better) based on required courses.
- Election to membership in a national scholastic honor society recognized by the Association of College Honor Societies.
- Transcripts must be submitted if education is used to qualify.
Applicants may combine education beyond a bachelor’s degree with specialized experience. A copy of the transcript is required if education is used in combination.
