General Summary

Performs budget, business, contractual, and financial analysis. Assists in business re-engineering, project/program information management, budgeting, accounting functions for Operations' Departments. Coordinates a variety of department-wide functions related to staffing.

Essential Duties and Responsibilities

Maintains, monitors, supports and/or develops projects and performance management programs.

Serves as a technical resource to management in the application and interpretation of procedures, rules, and policies.

Provides support with department, division and section cost models including utilizing the TM-1 and Maximo Budget Applications, state and federal survey/reporting and Board Agenda reporting.

Maintains, monitors, and/or prepares BPOs, purchase orders and invoices, etc as required.

Assists in the preparation and research of budgeting, financial planning, developing cost estimates, schedules, and accounting activities as related to Capital Projects for the Operations' Departments and its divisions utilizing the Enterprise Project Management (EPM) system as needed.

Serves as the point of contact with assigned departments' personnel to obtain information relevant to budget operating plans.

Prepares and submits monthly accounting and budgeting reports to include, but not limited to, Journal Entries, Monthly Variance Analysis, Explanations and Forecasting reports, and other business/analytical reports, including statistical reports as required.

Provide technical assistance and training to staff.

Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required

Bachelor's degree from an accredited college or university in Transportation, Business Administration, Contracts Management, Finance, Accounting or a related field.

Three (3) years progressively responsible experience involving data analysis, management of projects, analysis of performance trends, budgeting, accounting, agenda reporting and other transit related monitoring and analysis activities.

Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.

Ability to work in person during business work days and hours.

Must receive a passing score on any job-specific assessment to be interviewed.

Proficiency of PC software applications to include Microsoft Office or other related software applications.

Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.

Working Conditions

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
