** PRIMARY PURPOSE
** The ACA Product Director is responsible for the end-to-end lifecycle management of Affordable Care Act (ACA)/Marketplace products, including strategy, design, regulatory execution, launch, and performance optimization.

This role drives competitive, compliant, and financially sustainable product offerings by leveraging market intelligence, data analytics, and cross-functional collaboration. The Product Director serves as a key leader in aligning product strategy with organizational growth, margin performance, and member experience objectives and works in a matrixed relationship with PCHP and Parkland Health leaders.
** MINIMUM SPECIFICATIONS
**** Education
* ** Bachelor's degree.
** Experience
* ** Minimum of 5 yearsof experience in health plan ACA product management in Texas.
* Preferred: 7-10 years.

* Proficiency in data analysis and tools such as Excel, Power BI, SQL, or similar platforms.

*** Experience with product management frameworks (Agile, Lean, or hybrid).
* Ability to translate strategy into roadmaps, requirements, and executable plans.

** Responsibilities
* ** Coordinates complex product development initiatives and strategic planning for ACA health plans.
* Administers compliance oversight and product performance monitoring across ACA lines of business.
* Analyzes complex enrollment, utilization, and claims data to evaluate product effectiveness and financial viability.
* Communicates product requirements and updates to internal stakeholders including operations, compliance, and marketing.
* Identifies opportunities to improve member engagement, benefits design, and service delivery within ACA product portfolios.
* Implements regulatory and policy changes to ensure product alignment with CMS and state guidelines.
* Recommends pricing strategies and product enhancements based on market intelligence and actuarial input.
* Develops complex documentation including benefit summaries, compliance reports, and implementation timelines.
* Coordinates complex training and guidance for internal teams to support ACA product operations and member services.
