Development Project Manager
Position Summary

This role will serve as the primary coordinator and manager of the design, permitting and construction oversight for a high-volume commercial real estate platform.

This role is focused on managing and driving the design, permitting, municipal approval, consultant coordination, construction administration oversight, and project close-out process across all active projects. The position will oversee timelines, budgets, and high-level project execution while serving as the central point of accountability between ownership, municipalities, third-party consultants, contractors, property management, and other teams.

The ideal candidate is highly organized, detail-oriented, proactive, and experienced managing complex retail development projects through city approvals, construction coordination, project turnover, and stabilization.

Primary Responsibilities
Permitting & Development Coordination
  • Lead and coordinate the permitting and municipal approval process for all active development projects in conjunction with Victory personnel
  • Assist in the zoning process with Victory personnel by coordinating with consultants to ensure we are meeting the submittal timelines.

    Victory will lead the major decisions for the zoning conditions and planning of the development
  • Manage permitting, platting, civil/building approvals, utility coordination, and other jurisdictional requirements
  • Coordinate directly with municipalities, city staff, utility providers, and regulatory agencies in coordination with Victory personnel.
  • Schedule and manage meetings with city officials, consultants, and Victory personnel
  • Track approval timelines and proactively resolve issues impacting project schedules
Third-Party Consultant Management
  • Manage and coordinate all third-party development consultants including:
  • Civil engineers
  • Architects
  • Land use attorneys
  • Surveyors
  • Environmental consultants
  • Landscape architects
  • Franchise utility companies
  • Signage company
  • Ensure consultants maintain project schedules, deliverables, and submission deadlines
  • Hold consultants accountable for execution, responsiveness, and quality of work
Construction Contract Administration & Oversight
  • Provide oversight and coordination of construction contracts from execution through project close-out
  • Coordinate construction administration processes with general contractors, consultants, Victory personnel, and project teams
  • Review and monitor:
  • Construction contracts
  • Change orders
  • Schedule updates
  • Requests for information (RFIs)
  • Evaluate and coordinate approval of project change orders and budget impacts
  • Monitor contractor performance, schedule compliance, and overall project execution
  • Coordinate with ownership, contractors, architects, consultants, and Victory personnel to resolve construction-related issues
  • Maintain accurate tracking of project costs and construction contract status across all developments
Administrative Responsibility Clarification
  • Day-to-day contract administration activities, invoice approval, document routing, and internal administrative functions will be performed by Victory personnel
  • This role is focused on oversight, coordination, escalation management, schedule accountability, and executive-level reporting rather than daily administrative processing
Project Budget & Schedule Management
  • Track development budgets throughout the entitlement, permitting, construction, and close-out process
  • Monitor consultant contracts, change orders, and project soft costs for third party consultants
  • Maintain detailed development schedules and milestone reporting
  • Identify schedule risks, approval delays, and budget variances early
Project Close-Out & Building Turnover
  • Coordinate oversight of project and contract close-out activities for all completed developments required by the local jurisdiction
  • Oversee contractor and consultant close-out requirements through final completion
  • Coordinate resolution of post-construction issues during stabilization period
Close-Out Administration Clarification
  • Day-to-day close-out documentation collection, filing, and administrative processing will be handled by Victory personnel
  • Consultant is responsible for oversight, coordination, tracking outstanding items, and ensuring timely completion of the close-out and turnover process
Executive Reporting
  • Provide weekly project status updates to senior leadership
  • Prepare reporting related to:
  • Entitlement status
  • Municipal approvals
  • Critical path items
  • Budget tracking
  • Construction status
  • Change order exposure
  • Project risks and delays
  • Project close-out status
