Job Description
TxDOT's Dallas County Area Office seeks a highly motivated Utility Coordinator (I, II, or III) to support transportation projects from design through construction. The coordinator serves as a technical expert and central point of coordination between TxDOT, utility companies, property owners, and other agencies.
ResponsibilitiesAll levels coordinate utility adjustments, relocations, permitting, and compliance with state and federal requirements. Specific duties include:
Utility Coordinator I- Prepare, process and maintain documents, references and resource materials.
- Assist with review and processing of new utility installation permits.
- Assist with implementing and interpreting department policies related to utility adjustments, relocations, negotiations, reimbursements and compliance.
- Enter and maintain accurate electronic documentation in TxDOT systems.
- Assist with review of agreements, plans, specifications and billings from utilities.
- Provide updates on current projects for planning purposes and advise personnel on policies.
- Perform other job responsibilities as assigned.
- Perform reviews and determine eligibility requirements for payment of relocation reimbursements.
- Review current and pending projects, advise and train others on policies.
- Process utility permits and related highway permits.
- Assist in reviewing new utility installation permits.
- Implement policies on utility adjustments, relocations, negotiations, reimbursements and compliance.
- Meet with utilities to explain policy, negotiate, and resolve issues.
- Monitor installation/removal/relocation of utilities.
- Consult with area engineer on complex permit issues.
- Research problems and coordinate solutions regarding potential conflicts and reimbursements.
- Assist with developing, maintaining and updating utility relocation schedules.
- Perform other responsibilities as assigned.

- Maintain liaison and serve consultatively between department, federal agencies, utilities, and other entities.
- Train other employees on procedures.
- Ensure accurate electronic documentation.
- Develop, maintain and update utility relocation schedules.
- Research problems, coordinate solutions, and prepare correspondence to improve programs.
- Oversee and provide updates on current projects.
- Perform technical review analysis of utility adjustment plans.
- Review processed permits by other staff for accuracy and completeness.
- Implement policies on utility adjustments, relocations, negotiations, reimbursements and compliance.
- Meet with utilities to explain policy, negotiate, and resolve problems.
- Monitor installation/removal/relocation of utilities.

- Perform other responsibilities as assigned.
- Utility Coordinator I and II:
High school graduate or equivalent. - Utility Coordinator II:
Minimum 1 year of utility, transportation or construction experience. - Utility Coordinator III:
Minimum 2 years of experience in utility, transportation, or construction. Graduate level education may substitute one year of experience per year.
- Knowledge of applicable laws, rules, and regulations relating to utilities.
- Understanding of utility coordination principles and terminology.
- Ability to read and interpret plans, schematics, blueprints, and maps.
- Basic mathematical skills and use of computers and relevant software.
- Experience in reviewing and inspecting utility permits.
- Ability to manage conflicts and communicate effectively with internal and external stakeholders.
- For higher levels: persuasion, negotiation, analysis and organization of technical data.
- Valid driver’s license and capacity to operate a state vehicle.
- Sedentary:
Lift up to 10 lbs at a time, occasional carrying of files/small tools. - Light:
Lift up to 20 lbs at a time, frequent lifting of objects up to 10 lbs. - Medium:
