The Senior Plan Examiner plays a crucial role in ensuring public health, safety, and welfare by overseeing advanced plan review and inspection operations for residential and commercial construction projects. This position is responsible for conducting detailed plan reviews to ensure compliance with all adopted codes and ordinances, performing inspections as needed to support field operations, and serving as a technical lead for internal and external stakeholders.

The Senior Plan Examiner acts as a key liaison in coordinating complex development activities and is expected to function with a high level of autonomy and professional judgment.

* Performs advanced-level plan review of residential and commercial construction plans for compliance with adopted building, residential, energy, mechanical, electrical, and plumbing codes, local ordinances, and applicable State regulations.

* Conducts inspections of residential and commercial construction to verify compliance with approved plans and applicable codes, especially when staffing coverage is needed.

* Serves as the technical subject matter expert for plan review and inspection-related questions from staff, contractors, architects, engineers, and residents.

* Participates in or leads pre-development, pre-construction, and DRC (Development Review Committee) meetings.

* Collaborates with other City departments to resolve development conflicts and streamline the permitting process.

* Reviews zoning and planned development ordinances and collaborates with planning staff to ensure zoning compliance during plan review and inspections.

* Assists in training and mentoring less experienced plan reviewers or inspectors.

* Prepares technical reports, plan review documentation, inspection reports, and maintains detailed records in the permit tracking system.

* Performs all other duties as assigned to support the department operations.

* Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college, resulting in a Bachelor's degree or equivalent.

* Five (5) years of progressively responsible experience in plan review, inspections, or construction management is required.

* Experience working in a municipal or government setting is preferred.

Employment is conditional upon successful completion of a criminal background check, drug and alcohol test, and a motor vehicle review.

* In-depth knowledge of construction methods, materials, and codes.

* Strong analytical and critical thinking skills to interpret code and zoning requirements.

* Effective interpersonal and communication skills to work with contractors, developers, and the public.

* Ability to write professional reports, summarize technical issues, and explain code interpretations.

* Ability to manage complex projects with minimal supervision and mentor junior staff.

Licenses and Certificates:

* Valid Texas driver's license with a good driving record.

* Required:

Must possess a minimum of three ICC certifications in electrical, building, plumbing, or mechanical (residential and/or commercial), and plan examiner. Or obtain within one year of employment.

* Preferred: ICC Building Inspector certification and/or other ICC certifications (e.g., Energy, Mechanical, Electrical, plumbing, plan examiner).

* Certifications must be maintained as a condition of employment.
