Position: Senior Project Specialist (Aviation - Civil Service) (Environmental)

Overview

The Senior Project Specialist monitors, oversees, manages, and provides lead support and expertise in the planning, inspection, and development of various projects at the City of Dallas and the airport.

Responsibilities
  • Leads and oversees the development of project scope for numerous large and small scale projects; plans the schedule, budget, and coordinates vendors; maintains strong communication with clients, vendors, and contractors on assigned projects.
  • Anticipates, identifies, and addresses potential project issues, develops contingency plans, and provides options to help prevent issues from becoming challenges; reviews and routes work for internal approvals to ensure quality controls are transparent and records are approved appropriately.
  • Assists preparing and analyzing detailed reports, budgets, expeditions, payments, design submittals/approvals, close‑outs, and various other informational documents and reports; ensures accuracy in accounting and data management.
  • Provides weekly status reports to clients, supervisors, and upper management; consistently communicates on‑going order status, project progress, and issues.
  • Facilitates and participates in training and professional development; attends meetings with vendors and contractors on upcoming projects, the bid process, and all necessary requirements to be certified through the City of Dallas.
  • Gathers, compiles, and applies information required for the completion of a project by utilizing available resources and assists in obtaining new ones when necessary.
  • Conducts on‑site audits and visits to agencies or project sites to monitor progress and compliance of City’s contractual agreements.
  • Coordinates open discussions and strategic working relationships with business owners, local organizations, and contractor organizations about the City’s and airport's development and construction project opportunities.
  • Prepares and submits purchase orders; reviews manufacturer invoices and submits for payment.
  • Performs any and all other work as needed or assigned.
Knowledge and Skills
  • Thorough understanding of the technical and financial issues involved in the project.
  • Knowledge of Project Management and related methods and procedures.
  • Knowledge of technical and financial issues of a project.
  • Thorough understanding of safety precautions and laws related to the project.
  • Ability to make good decisions quickly and provide alternate solutions in times of problems.
  • Ability to understand and use project management software and applications for efficient scheduling.
  • Ability to understand contracts, blueprints, and specifications.
  • Communicating effectively orally and in writing.
  • Establishing and maintaining effectively working relationships.
Minimum Qualifications

Education:

  • Bachelor's degree in business, public administration, education, science, urban planning, engineering, construction or architecture field.

Experience:

  • Two (2) years of professional level experience in the design, planning or management of construction/improvement projects with responsibility for budget review, contract administration and performance auditing.

Equivalencies:

  • High school diploma or GED plus six (6) years of the required experience.
  • An associate degree in any field plus four (4) years of the required experience.
  • A bachelor's degree or higher in a non-specified field plus two (2) years of the required experience.
  • A master's degree or higher in a specified field.

Licenses:

  • Valid driver’s license and good driving record.

Other Requirements:

  • Must pass Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) background investigations.

  • Within the Department of Aviation, this position enforces senior‑level expertise in Noise Programs, Noise & Operations Monitoring Systems, and federal regulations.
  • Applicants should approach this posting with the understanding that high‑level aviation noise management experience is essential for this position.
Salary Range

$58,801.60 - $70,574.40

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
