Licensed Water Wastewater Project Manager - Pampa, TX

Jacobs is seeking a Licensed Water and Wastewater Project Manager to join our team in Pampa, TX. As the Project Manager you’ll oversee the operations, compliance reporting, maintenance of equipment and quality control testing of a 6 MGD surface water treatment plant and a 3 MGD wastewater treatment plant. You’ll also be responsible for operation and maintenance of 8 water wells and 2 wastewater lift stations.

You’ll lead a team of certified operators while managing the project’s financials and safety performance.

Lead and manage water and wastewater treatment operations, ensure permit compliance, supervise staff, and coordinate with clients to deliver operations management projects safely and effectively.

• Oversee operations, compliance reporting, and maintenance of equipment across water and wastewater treatment facilities.
• Monitor and operate treatment processes; diagnose operating problems and implement corrective actions.
• Prepare required reports and maintain complete recordkeeping; analyze instrument readings and laboratory results to adjust plant processes.
• Conduct plant inspections to assess operational efficiency, cleanliness, and maintenance activities; take remedial action in emergencies.
• Supervise, evaluate, and train operators; ensure safe work practices and compliance with permits.
• Lead the project team, manage financials, and monitor safety performance.

• Texas Surface Water Treatment Class B Certification
• Texas Wastewater Treatment Class B Certification, or ability to obtain within 6 months
• Five years of progressive experience in water and wastewater treatment
• Able to travel up to 10%
• Valid State Driver’s License with no major infractions

• High school diploma or equivalent
• Knowledge of principles and practices of water and wastewater treatment operations; equipment maintenance; and safe work practices
• Familiar with NPDES and other permits with successful permit compliance
• Associate or Bachelor’s degree in Engineering, Environmental Science, or Business Administration
• Minimum 3 years of supervisory experience
• Knowledge of laboratory practices and certification
• Ability to establish and maintain effective working relationships with client, public, coworkers, and officials
• Budgeting fundamentals and experience in report preparation
• Proficiency with software tools such as Microsoft Word, Excel, Outlook, Maintenance Connection, and HachWIMS

The base salary range is $92,000 to $115,000. Compensation is determined by location, skills, experience, and education. Benefits include medical, dental, vision, basic life insurance, a 401(k) plan, stock purchase options, and eligibility for additional rewards such as discretionary bonuses.
