Assistant Financial Manager

Duties include but are not limited to:
Budget Responsibilities:
Incumbent assists the CFO by advising of current historical data necessary for formulating the annual budget program to the Associate Medical Center Director. To accomplish this, financial records of the station are utilized to produce comparative cost records, work studies, cost trends and similar data which is furnished to management. During the preparation phase of the annual budget, incumbent assists in assembling, preparing, justifying and forwarding the station plan.

During the execution of the annual plan, incumbent is responsible for auditing the cost records in the various operating areas where responsibility for budget control has been vested.

Supervisory Responsibilities:

The incumbent is responsible for the direct supervision of the Chief, Accounting Section, Supervisory Budget Analyst, and Travel Supervisor. The incumbent's supervisory responsibilities include: (a) prioritizing major work efforts; (b) evaluating performance; (c) giving advice, counsel, or instruction (d) interviewing and tentatively selecting candidates for key positions, and recommending appointment, promotion of reassignment involving such positions; (e) hearing and resolving appropriate complaints and grievances, referring those which cannot be resolved at the program level to appropriate management;

(f) effecting disciplinary measure; (g) identifying and providing for management development and training needs of key staff members. Accounting Responsibilities:
Position requires considerable experience in professional accounting and a mature and extensive grasp of the integrated accounting system. In addition to the above duties as Assistant CFO, incumbent is responsible for such other tasks as may be assigned by direction of the CFO or the Associate Medical Center Director. Assists the CFO in developing pertinent financial data and recommending additional sources of or changes in existing reports and controls used in connection with the station fund control program and other management programs that are intended for consumption of local station management.

Keeps the CFO advised of changes in source data which will affect the format or content of present reports and develops new reports which will provide a clearer picture of the station finance program. Managerial Financial Reporting:
Assists the CFO in the development of a responsive system of reporting general management and financial data. Compiles information from normal accounting and budgeting reports with combined data of a non-financial nature to produce comprehensive analyses of program accomplishments in financial terms which will assist the CFO in presenting information to management for planning and decision making. Auditing:
Assists in conducting and maintaining an internal Financial Quality Assurance Management (FQAM) review program to ensure that financial policies and procedures of the station are being followed and are effective. This includes auditing of cost control records maintained by other Services. Travel:
Ensures that travel services are conducted in compliance with statutory requirements and agency regulations. Works with the Travel Supervisor and station Travel clerks to provide services to staff on temporary duty travel. Provides general oversight and communicates regular reports to the CFO and Executive Management on topics such as outstanding expense reports, unpaid travel credit cards, violations to local travel policy and other items of interest.

Analyzes and provides suggestions to program officials and managers to improve travel operations and ensure the efficient expenditure of limited travel funds.
