Job DescriptionThe Aviation Passenger Facility Charge (PFC) Specialist performs advanced professional work administering, monitoring, and safeguarding the Department of Aviation’s Passenger Facility Charge (PFC) program. This position is responsible for ensuring regulatory compliance, protecting revenue integrity, maintaining accurate financial reporting, and coordinating with the Federal Aviation Administration (FAA) and air carriers. The position exercises independent judgment in interpreting federal regulations, analyzing complex financial data, identifying compliance risks, and implementing corrective actions in accordance with 14 CFR Part 158, FAA guidance, and City of Dallas financial policies.
EssentialFunctions
- Bachelor’s Degree in Finance, Accounting, Aviation Management, Business Administration, Public Administration
- Four (4) years of professional experience in aviation finance, governmental accounting, federal grant administration, airport revenue programs, or related financial compliance work.
- Three (3) years of supervisory/lead work experience responsibilities (This experience may be included in the required experience listed above).
- High school diploma or GED including eight (8) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.
- Associate degree in any field including six (6) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.
- Bachelor’s degree (or higher) in a non‑specified field including six (6) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.
- Master’s degree (or higher) in a specified field including two (2) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.
- Valid driver’s license with good driving record
- Must be able to pass a TSA background check
- Experience with FAA funding programs or Passenger Facility Charge Administration
