* DEPARTMENTAL PROMOTION ONLY
* The purpose of this position is to ensure the proper and efficient operation, direction, and control of the administration and fire training divisions.

* To serve as the department's privacy officer for all issues related to the Department of Health and Human Services HIPPA program.

* Enforces HIPPA regulations and coordinates the release of medical information when within appropriate guidelines.

* Functions as the Secondary Infection Control Officer.

* Directs and implements assigned division programs to meet established goals and objectives of the Fire Department.

* Prepares, interprets, and enforces policies and procedures; prepares and maintains all records pertinent to the divisions and operations.

* Functions as the department's records management liaison

* Advise the Chief of project status and any problems that might adversely affect the image and efficiency of the Fire Department.

* Maximizes the use of resources, supplies and equipment.

* Reviews and administers all Fire Department related contracts and inter-local agreements.

* Develops and directs the Fire Department's responsibilities of the recruit hiring process, the development of the promotional evaluation process, and continuing education.

* Serves as the Fire Department Training Officer. Works with Shift Battalion Chiefs to ensure all Firefighters & Paramedics meet TCFP, TDHS, Blue Card and ISO training & certification requirements.

* Serves on the Joint Fire Training Tower Facilities Operation Committee. Coordinates all training activities associated with the Joint Fire Training Facility.

* Serves as the liaison with the local and regional EMS, educational & fire training communities.

* Responds to significant fire and EMS emergencies

* Performs the duties of Fire Operations Chief in their absence as directed.

* Assists the Captain of EMS with the management of the Infection Control Program.

* Monitors and manages the HIPAA program for the department.

* Ensures all Operations Division staff maintain their TCFP certifications.

* Develops and manages the budget for the division.

* TCFP Administrator.

* Performs all other activities as assigned.

* Candidate must be a certified or certifiable as a Texas firefighter.

* Possess a TCFP Fire Officer II, Fire Instructor II, and TCFP Master Firefighter certification.

* Must obtain a Fire Instructor III and Blue Card Instructor certification within a year of appointment.

* 2 years of experience as a Captain, preferably with administrative experience.

* Associates Degree from an accredited institution is required. Bachelor's Degree from an accredited institution is preferred.

* Possess a DSHS Paramedic License, preferred.

The Division Chief of Administration and Training have the responsibility of coordinating a number of simultaneous projects with a high degree of accuracy. Must stay current and have detailed knowledge regarding fire/rescue service delivery methods. Must have familiarity with the principles and practices of budget development; accounting, database, and computerized records management systems.

This position requires excellent written and oral communication skills. Requires the ability to analyze multiple alternatives then select the best/most appropriate course of action. Must have the ability to coordinate and lead subordinates.

Must have ability to prepare, present and evaluate both classroom and live-fire training programs. Must be able to work cooperatively with Shift Battalion Chief's to ensure that the Assistant Fire Chief of Operations staff are prepared to safely and efficiently deliver emergency services to the community.

Special Requirements :

Mobility in the field environment, and is subject to be on-call for fire and EMS emergencies. Required to attain Fire Instructor Ill and Blue Card Instructor certifications within one year of appointment.

This position is classified as a safety-sensitive position and is subject to random drug and alcohol testing during the course of employment.

Licenses and Certificates:

* TCFP Master Firefighter certification.

* DSHS Paramedic License, preferred.

* Certified or certifiable Texas Commission on Fire Protection firefighter.

* Fire Officer II certification.

* Fire Instructor II certification.

* Valid class "C" driver's license with good driving record and ability to maintain while employed.

* NIMS ICS 100-400, 700, 800 certifications.

Work Environment:

Works within a climate-controlled office environment but is exposed to weather conditions and hazards associated with responding to fire and EMS emergencies and leading hands-on training evolutions in a supervisory role. Physical demands require medium physical effort exerting 20-50 lbs., with frequent lifting of 10-25 lbs
