Duties
  • Developing, managing, and evaluating the USAO's records management program.
  • Developing, publishing, and evaluating management control systems and procedures applicable to staff and contractors with regard to the handling, storing, or disposing of federal records.
  • Identifying federal records and providing instructions on proper maintenance of such records in accordance with applicable policies and procedures.
  • Preparing files for shipment to the Federal Records Center (FRC), including adherence to quality control standards to distinguish agency records from non-record materials, and insuring use of shipping protocols established by regulation and procedure.
  • Providing analytical advice and assistance to staff and contractors with respect to individual or case-related records management issues.
  • Approving and/or denying all departing (or former) employee requests for copies of federal records in accordance with department policy.
  • Updating local policy to comply with evolving record management guidelines and developing implementation procedures.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

This position is considered a career ladder opportunity, with a full performance level of GS-11. If selected at a lower grade level, you may be non-competitively promoted to the next grade level at the discretion of your supervisor and is contingent upon meeting regulatory and legal requirements for promotion, satisfactory performance, and the availability of higher-level work. To qualify for the position of Records and Information Management Specialist, at GS-0308-9/11, you must meet the basic qualification requirements listed below.

GS-9: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience.

Specialized

Experience:

One full year of full-time specialized experience equivalent to the GS-07 grade level in the Federal service which could have been gained in the federal, public, and/or private sector. Specialized Experience is defined as: designing and implementing a file arrangement system for the efficiency of official records; providing advisory services to staff relative to records management; reviewing recurring reports to ensure data integrity of caseload information;

and performing docketing functions utilizing a centralized automated case management system.

Education: One of the following types of education in a related field (e.g. Library Science, Archives, Records Administration): a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining

Education and Experience:

Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

GS-11: To be eligible at the GS-11 level, you must have at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience.

At least one (1) year of specialized experience equivalent to the GS-9 grade level in the Federal Government performing records management activities, including organizing and maintaining physical and electronic records; improving filing or document management systems; maintaining electronic records or case management systems; preparing documents, updating procedures, and providing administrative support for records management operations.
