Position Overview

Wheeler Staffing Partners is seeking an experienced Director, HIPAA Privacy Officer on behalf of a large healthcare organization (10,000+ employees). This leader will independently oversee and manage the enterprise-wide HIPAA Privacy Program, ensuring full compliance with federal and state privacy regulations.

This role is responsible for protecting patient health information (PHI), leading complex privacy investigations, advising executive leadership on regulatory risk, and implementing comprehensive privacy policies and procedures. The ideal candidate brings deep healthcare privacy expertise, strong investigative experience, and proven people leadership capabilities.

Key Responsibilities

HIPAA Privacy Program Oversight

  • Own and lead the organization’s HIPAA Privacy Program.
  • Ensure compliance with HIPAA and all related federal and state privacy regulations.
  • Develop, implement, and maintain privacy policies and procedures.
  • Monitor regulatory changes and recommend policy updates accordingly.
  • Protect patient data and mitigate risk of fines, litigation, or regulatory penalties.

Investigations & Regulatory Risk Management

  • Lead and oversee privacy investigations, including complaint intake, documentation, tracking, and resolution.
  • Conduct complex investigations related to privacy breaches, confidentiality violations, and release-of-information matters.
  • Perform privacy risk assessments and gap analyses; develop corrective action plans.
  • Manage patient privacy disputes and medical record amendment requests.
  • Coordinate mitigation strategies and disciplinary processes in partnership with Compliance, Legal, and Human Resources.
  • Represent the organization during external compliance reviews and government investigations.

Executive Advisory & Reporting

  • Advise executive leadership on privacy compliance risks and regulatory developments.
  • Provide formal reports to senior leadership and governance bodies on privacy compliance status.
  • Serve as liaison to HIPAA oversight authorities and regulatory agencies.
  • Identify and oversee compliance of business associates handling Protected Health Information (PHI).

Training & Organizational Awareness

  • Develop and oversee privacy training programs for employees and leadership.
  • Maintain documentation of privacy education and training completion.
  • Communicate privacy policies and compliance expectations to clinical and operational departments.
  • Collaborate with the Information Security Officer to align privacy and security standards.
Required Qualifications

Education

Bachelor’s Degree in:

  • Business Administration
  • Or a directly related field

Experience

  • Minimum 6 years of experience in a privacy or security-related field (healthcare required).
  • Minimum 4 years of management experience (direct people management required).
  • Strong experience leading privacy investigations and regulatory advisory functions.
  • Experience with in a large healthcare organization (10,000+ employees) required.
  • Demonstrated experience managing regulatory risk and advising executive leadership.

Required Certification (One Required)

  • CHPC – Certified in Healthcare Privacy Compliance
  • OR
  • CHPS – Certified in Healthcare Privacy & Security

Preferred Qualifications

  • Master’s Degree in a related field
  • OR
  • Juris Doctor (Law Degree)

Knowledge, Skills & Abilities

  • Advanced knowledge of HIPAA and healthcare privacy regulations
  • Strong understanding of state and federal privacy laws
  • Experience conducting privacy risk assessments and compliance reporting
  • Expertise in regulatory interpretation and compliance standards
  • Strong investigative and analytical skills
  • Ability to manage confidential and sensitive information
  • Excellent written and verbal communication skills, including executive-level presentations
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Strong organizational and time-management skills
