The Human Resources Manager serves as a strategic partner to business leadership, driving alignment between business objectives and human resources initiatives. This role supports both Operations and employees across the facility to ensure a high-performance and engaged work environment.

This is a hands‑on leadership role responsible for labor relations, employee engagement, talent management, and HR operations at all of Eagle’s Concrete & Aggregates locations in the US
. The HR Manager plays a critical role in fostering a culture that is collaborative, accountable, and results driven.

What You’ll Do
  • Serve as a strategic advisor to business leadership on all human resource matters, including workforce planning, organizational design, recruitment, talent development and employee engagement.
  • Partner with leadership to proactively identify employee relations risks and implement strategies to reduce grievances, arbitrations, and workplace conflict.
  • With local management, lead labor relations activities, including contract administration, grievance handling, and arbitration preparation; participate in collective bargaining negotiations, where applicable.
  • Manage the full‑cycle recruitment and selection process for hourly and salaried employees.
  • Counsel managers and employees on HR policies, performance management, and employee relations issues.
  • Conduct and/or lead workplace investigations involving employee complaints, policy violations, safety concerns, and labor relations matters; ensure timely, thorough, and well‑documented outcomes.
  • Support and ensure consistent application, interpretation and enforcement of HR policies, procedures, labor agreements, and employment laws.
  • Oversee performance management processes, including talent identification, training, disciplinary actions, documentation, and terminations.
  • Partner with Corporate HR to administer compensation, benefits, and salary planning processes.
  • Coordinate and support employees on leave programs (FMLA, disability, etc.) and workplace accommodations.
  • Ensure compliance with all applicable federal, state, and local employment laws and regulations.
  • Report on key HR metrics and provide insights to support business decision‑making.
  • Assess training needs and deliver or coordinate programs to improve employee and leadership effectiveness.
  • Perform other duties and special projects assigned to support business and operational needs.

What You’ll Bring
  • Bachelor’s degree in Human Resources, Business, or related field.
  • Minimum of 5+ years of HR leadership experience with a preference for experience in a unionized manufacturing environment.
  • Demonstrated experience in labor relations, including grievance handling and collective bargaining.
  • Strong knowledge of federal and state employment laws (e.g., FMLA, FLSA, ADA, EEO).
  • SHRM‑CP or SHRM‑SCP certification preferred.
  • Proficiency in HR systems (HRIS) and Microsoft Office applications.
  • Strong communication, coaching, and interpersonal skills.
  • Solid business acumen with understanding of plant operations and financial drivers.
