Job Title

Manages complex software implementations, application development, infrastructure, and/or information and network security projects within the Technology department.

Essential Duties And Responsibilities

Essential duties and responsibilities include:

  • Collaborate with stakeholders to define project objectives, requirements, deliverables, and scope.
  • Develop comprehensive project plans, including timelines, resource allocation, and budget estimates.
  • Develops project documentation including but not limited to project charters, project requirements, statements of work, communication plans, project schedules, status reports, and lessons learned.
  • Identify project risks, constraints, and dependencies.
  • Manages and tracks project changes, risks and issues as well as recommends and implements corrective action and risk mitigation plans.
  • Build and lead cross-functional project teams, assigning responsibilities and setting clear expectations.
  • Foster a collaborative and motivated team environment to drive project success.
  • Provide guidance, support, and mentorship to team members throughout the project lifecycle.
  • Establishes and maintains a relationship with vendors and stakeholders.
  • Employ traditional project management methodologies (e.g., Waterfall) to execute projects according to the defined plan.
  • Monitor project progress, track milestones, and ensure adherence to project schedules.
  • Manage project resources, budgets, and risks to mitigate potential issues.
  • Facilitate agile practices, such as Scrum or Kanban, to enable iterative development and adaptability.
  • Conduct daily stand-ups, sprint planning, sprint demos, reviews, and retrospectives.
  • Collaborate with product owners to prioritize backlog items and ensure alignment with business needs.
  • Maintain regular and effective communication with project stakeholders, including sponsors, business owners, and team members.
  • Provide timely and accurate project status updates, progress reports, and risk assessments.
  • Facilitate project meetings, workshops, and presentations as needed.
  • Ensure project deliverables meet quality standards and fulfill business requirements.
  • Conduct thorough testing, review, and approval processes before project deployment.
  • Coordinate project implementation, including user training, change management, and post-implementation support.
  • Identify lessons learned and best practices from completed projects to improve future project outcomes.
  • Foster a culture of continuous improvement by implementing process enhancements and promoting innovation.
  • Remains current on industry issues, trends, and new methods through self-learning, seminars, workshops, and conferences.
  • Performs other related duties as assigned.
Minimum Knowledge, Skills, And Abilities Required

Note:

An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in Computer Science, Transportation Engineering, Management Information Systems, or a related field.
  • Six (6) years of experience managing software implementation, application development, infrastructure, or information and network security projects.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications.
  • Project Management Professional (PMP) certification is required.
  • Agile certification (e.g., CSM, PSM, PMI-ACP) is a plus.
  • Strong knowledge and application of traditional project management methodologies and Agile framework (e.g., Scrum, Kanban).
  • Ability to meet the expectations and requirements of both internal and external customers. Adopts a customer-centric mindset, putting the needs and requirements of customers at the forefront. Ability to build and maintain strong relationships with customers.
  • Ability to analyze information efficiently, weigh the pros and cons, and make confident and timely decisions. Sought out by others for advice and solutions.
  • Excellent verbal and written communication skills to effectively interact with stakeholders, team members, and executives. Ability to convey complex technical concepts to non-technical stakeholders.
  • Strong analytical and problem-solving skills. Proactively address issues and develop appropriate solutions.
  • Ability to grasp technical concepts and learn new skills quickly.
  • Proficiency in resolving team conflicts in a constructive manner. This includes promoting effective teamwork, resolving conflicts, and fostering a positive team environment.
  • Proven ability to effectively collaborate with stakeholders at different levels, manage expectations, and build strong relationships. Skilled in facilitating project meetings, workshops, and presentations.
