Tri-global Solutions Group Inc. is seeking one (1) Senior Business Analysts (Healthcare - Target Operating Model Specialist) to join our talented Service Delivery team at Service New Brunswick (SNB), Government of New Brunswick.

WORK MODEL

The successful contractor(s) will be able to work remotely (location of work is remote), but should be able to travel to the province of New Brunswick at least once a month throughout the project duration, if required. All work must be performed from within Canada in accordance with network and data security policies. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident).

Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.

Tri-global is seeking the services of a Business Analyst 3 (BA3) Target Operating Model Specialist to assist with the development of the target operating model for the provincial CIS.

PROJECT OVERVIEW

New Brunswick is undergoing a significant transformation, transitioning from various standalone hospital information systems to a unified, standardized, and integrated Clinical Information Solution (CIS). This transformation prioritizes the standardization of clinical practices province-wide, a crucial step toward achieving a unified provincial CIS. The focus is on identifying leading practices in patient care delivery and responsible health data management. Implementation of the CIS will modernize how care is delivered, enabling greater consistency, efficiency, and collaboration across the health system.

The Target Operating Model (TOM) is the blueprint for how the CIS ecosystem will function when it is implemented and live, transitioning healthcare from site-specific records to a unified, patient-centric system, focused on standardizing care delivery, data accessibility, and operational efficiency across New Brunswick.

DESCRIPTION OF SERVICES

We require a Business Analyst– Target Operating Model Specialist (BA-TOMS) to support the CIS Program (Symbio Program). The BA-TOMS is a strategic role focused on designing and validating a multi-entity Operating Model to transform healthcare delivery by consolidating and standardizing digital health systems across New Brunswick. The BA-TOMS will support the translation of the vision what the Symbio Program will do, to how New Brunswick will sustain a provincial-wide CIS, overseeing the lifecycle of clinical, technical, business and operational capabilities across shared services (SNB) and regional health authorities (Vitalité Health Network and Horizon Health Network).

The BA-TOMS will be required to work closely with other Symbio team members, subject matter experts (SMEs), clinical, technology, and health administrative stakeholders, as well as third parties as required, in conducting assessments, developing frameworks, analyzing capabilities, creating models and options, and compiling stakeholder input and decisions. This role serves as an enabler to support the future state of the CIS ecosystem.

MANDATORY

REQUIREMENTS
  • University degree in Business Administration, Health Informatics, Information Technology, or a related discipline, or an equivalent combination of relevant education and demonstrated professional experience in healthcare or information systems. (Yes or No)
