Job DescriptionAECOM is seeking an accomplished Program Manager to lead a high-visibility capital construction program supporting a U.S. Federal client nationwide. Serving as the Owner’s Representative, this role offers a unique opportunity to provide strategic oversight, leadership, and delivery excellence across complex projects from concept through completion. The ideal candidate brings deep experience in federal capital programs, strong leadership of multidisciplinary construction management teams, and a proven ability to drive projects forward while balancing scope, schedule, budget, and stakeholder expectations.
This position is critical to ensuring successful program execution, risk mitigation, and client satisfaction across a dynamic, multi-project environment.
This person will be responsible for but not limited to the following:
- Leading a construction management team to deliver a capital construction program for US Federal Government clients.
- Managing, coordinating, and administering a program or groups of projects from conceptual stages through all phases of the projects, with the assistance of the project team.
- Overseeing overall performance of the program team and leading reporting to ensure project completion within budget, schedule and in conformance with specifications.
- Reviewing contracts, scope documents, and available data for the project, and establishing schedules and budgets for compliance with project scope requirements and contract obligations.
- Collaborating with internal team members and client departments including cost/scheduling, procurement, quality assurance, construction, contracts, legal, labor relations, finance, accounting and other services as required to manage projects.
- Providing an integrated project team approach in working with designers, contractors and governing agencies.
- Reviewing and commenting on design submissions, change orders, and contracts/sub-contracts, and representing the client interests to ensure control of and validate change orders are current, fair and efficiently processed.
- Reviewing comments from governing agencies on behalf of the client and coordinating timely resolutions.
- Proactively monitoring critical project milestone dependencies and tracking actions that may pose risks to milestones.
- Reviewing project key performance indicators and forecasting modifications to schedules, cost estimates, and financial reports; reconciling risks to commitments that may exceed schedules and budgets.
- Coordinating communications, stakeholder contacts and maintaining good working relationships.
- Monitoring and controlling contractual commitments to ensure work performed complies with contract specifications and terms.
- Reviewing builder submittals and RFI documents, and providing field surveillance to ensure specified design quality.
- Conducting project coordination and client meetings as necessary to review progress and discuss upcoming work.
- Working with stakeholders to negotiate and resolve conflicts, disputes, and potential claims on behalf of the client.
Qualifications
Minimum Requirements:
- BA/BS in Construction Management, Engineering, or Architecture + 10 years of related experience or demonstrated equivalency of experience and/or education, including 2 years of leadership
- Experience with managing US Federal Government projects within the past 5 years.
- Experience leading contracts, managing people, budgets, schedules, overseeing subcontractor performance, and working with stakeholders and governing agencies on behalf of a public-works owner.
Preferred Requirements:
- 12 years of experience in progressive construction project management that includes knowledge of all project phases: planning, design, preconstruction, construction, commissioning, and turnover to operations.
- Master’s degree in construction management, engineering, or architecture.
- Construction Management, Engineering, or Architecture professional certifications (CCM/PMP) and/or license (RA/PE).
- OSHA 10 Certification.
- Experience and understanding of all contract documents and in-field problem solving skills and the interpretation of drawings and specifications

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $213000 to $270000.
