Senior Preconstruction Manager

Overview

A leading provider of mission-critical infrastructure solutions is seeking a Senior Manager, Preconstruction & Proposals to support the continued growth of its Data Center business.

This individual will lead the end-to-end proposal and pursuit process, coordinating cross-functional teams to develop competitive, high-quality responses to client opportunities. The role requires a strong understanding of data center construction, preconstruction, estimating, and project delivery, along with the ability to manage multiple stakeholders and deadlines in a fast-paced environment.

The successful candidate will serve as the central point of coordination throughout the pursuit lifecycle, partnering closely with business development, engineering, procurement, estimating, operations, finance, and executive leadership teams.

• Lead the development and submission of RFP, RFQ, RFI, presentation, and commercial proposal packages.
• Manage the full proposal lifecycle from opportunity qualification through final submission.
• Develop pursuit schedules, bid plans, and proposal timelines to ensure quality and on‑time delivery.
• Coordinate capture planning, kick‑off meetings, review cycles, and submission activities.

• Partner with business development teams to understand customer requirements, win strategies, and competitive positioning.
• Coordinate input from engineering, estimating, procurement, project delivery, legal, and finance teams.
• Facilitate proposal strategy sessions, storyboarding workshops, and executive reviews.
• Drive alignment across internal stakeholders throughout the pursuit process.

• Ensure all proposal submissions meet customer requirements and internal quality standards.
• Review proposal content for accuracy, consistency, and compliance.
• Ensure proposals clearly communicate value propositions, differentiators, and execution strategies.
• Implement lessons learned and continuous improvement initiatives across the proposal process.

• Participate in customer discussions and support proposal clarification efforts.
• Help translate customer requirements into actionable preconstruction and execution strategies.
• Support pursuit teams during interviews, presentations, and client engagement activities.

• Track proposal metrics, win rates, risks, and key pursuit milestones.
• Provide regular updates to senior leadership regarding active pursuits.
• Recommend and implement improvements to proposal and preconstruction processes.

• Bachelor's degree in Construction Management, Engineering, Business, Economics, or a related field preferred.
• 8+ years of experience in preconstruction, proposals, business development, estimating, or project delivery.
• Experience with in data center, mission-critical, industrial, engineering, or construction environments strongly preferred.
• Strong understanding of preconstruction services, estimating, procurement, and construction delivery.
• Experience managing large, complex proposal efforts involving multiple stakeholders.
• Excellent project management, communication, and organizational skills.
• Ability to manage competing priorities and meet aggressive deadlines.
• Proficiency with Microsoft Office Suite.
• Strong presentation and client-facing communication skills.
