Job Summary:
The Site Manager has oversight and responsibility for a particular region and/or field offices for an assigned contract. The Site Manager is a strategic position that is responsible for oversight of all aspects of administrative, technical, operational, contractual, and financial components of the program.
The position also includes responsibility for the company’s quality control plan and implementing established workflows, policies, procedures, and protocols, and fiscal accountability for work performed on the office.
Essential Functions and Responsibilities- Enforce program changes as specified by Program Manager and Deputy Program Manager and disseminate guidance to personnel.
- Ensure ongoing program-wide compliance with contract and company policies, procedures, and guidance, with applicable laws and regulations.
- Implement, monitor, and ensure the effectiveness of the company’s quality control plan and training programs.
- Escalate concerns and suggest improvements to the Program Manager.
- Maintain consistent communication with all employees, departments, executive management, and external authorities.
- Ensure uniform processes and procedures are implemented and executed across all program offices.
- Conduct weekly meetings with supervisors to ensure adherence to company and project processes, address field concerns, and elevate issues to Deputy Program Manager for resolution.
- Assist with weekly schedule management, ensuring staffing consistency while meeting project demands and customer needs.
- Monitor staff utilization and control overtime.
- Conduct random in-person spot checks during field site visits to ensure contract compliance.
- Prepare and conduct Site Supervisor evaluations; provide coaching and corrective action; recommend salary increases.
- Manage and review weekly schedules, ensuring fair staffing and timely communication of changes.
- Track and monitor weekly and monthly labor hours; approve time sheets and expense reports for staff.
- Manage and approve all leave requests on a weekly basis.
- Conduct interviews with candidates for site positions.
- Attend and provide an overview of site operations during new hire training classes.
- Identify future staffing needs with input from Site Supervisors and Operations Manager.
- Identify inappropriate employee behavior or performance issues; collaborate with People Services to document progressive discipline.
- Manage on-site teams consisting of Site Supervisor, Office Administrators, Logistics Specialists, and Transportation Specialists.
- Maintain communication with Executive Management on a timely basis and provide required reports.
- Provide recommendations for updates to SOPs to Project Manager and Deputy Program Manager.
- Ensure program compliance with quality control standards, training, and contractual requirements.
- Assist Program Manager with development and refinement of policy interpretation, guidelines, and procedures.
- Document best practices and processes for the program.
- Review employee training status and certifications to meet all contractual requirements.
- Conduct orientation and on‑job training for Site Supervisors and Administrative Assistants with regular check‑ins.
- Manage the financial aspects of all projects and ensure proper staffing utilization, including limiting overtime.
- Monitor Power BI data to ensure timely, accurate, and consistent data collection.
- Monitor IT system effectiveness and propose improvements to the IT Steering Committee.
- Perform other duties as assigned.
- Possess a bachelor’s degree from an accredited university (or an associate degree with two or more years of extra relevant experience may be substituted).
- Have at least two years of documented experience in a field related to law, social work, detention, corrections, or similar occupational area.
- Demonstrate management and supervisory experience applicable to the program environment.
- 2 years of experience managing employees in a similar program environment.
- Ability to foster strong business relationships with internal and external customers and employees at all levels.
