Job Title

Performs moderately complex supervisory duties related to the provision of light rail service including supervision of subordinate personnel, development of goals and objectives, budget management, service monitoring, and work plan/project management.

Essential Duties and Responsibilities
  • Supervises and monitors the performance of subordinate personnel to assure proper application of system rules, policies and operational procedures.
  • Trains, coaches, counsels and provides guidance to subordinate personnel.
  • Develops goals and objectives and conducts performance evaluation of subordinate personnel.
  • Investigates service delays and other operational issues. Develops and oversees implementation of recommendations for improving service delivery.
  • Oversees the implementation of special event operations.
  • Assumes the role of on-scene-coordinator during operational incidents and emergency situations. Investigates incidents and accidents.
  • Assures staff is adequately trained and capable of performing all basic job functions. Provides refresher training in critical job areas as required.
  • Schedules and coordinates work assignments for rail field supervisors.
  • Investigates customer complaints. Tracks complaint data, identifies undesirable trends, and takes appropriate action to effectively resolve issues.
  • Manages work plan projects as assigned.
  • Prepares reports, compiles information and maintains procedural reference information.
  • Assists in the development, monitoring and control of operating budget.
  • Acts in the capacity of the Manager, Central Rail Operations during his/her absence.
  • Performs other related duties as assigned.
Minimum Knowledge, Skills, and Abilities Required
  • Bachelor's degree from an accredited college in Business Administration, Public Administration, Human Resources or other related field.
  • Three (3) years of experience in transportation to include two (2) years of progressively responsible supervisory experience; at least one (1) year as a rail operator and a minimum of one (1) year working in positions requiring extensive customer service interactions.
  • Knowledge of departmental policies and procedures.
  • Ability to successfully pass annual mainline recertification program and maintain proficiency in the functional operation of applicable field equipment with a minimum passing score of 90%.
  • Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI conviction on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  • Applicants/employees must pass and maintain a Department of Transportation (Use the "Apply for this Job" box below). (medical) examination including pre-employment drug test and must submit to Federal Transportation Administration-required random drug/alcohol testing as a condition of continued employment.
  • Proficient in the use of all applicable Microsoft software applications.
  • Must be able to lift object weighing up to 15 pounds such as books, files, computer binders, or human resource materials.
  • Analytical and creative skills to find solutions to problems of moderate to difficult complexity.
  • Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling material and information of a confidential nature.
  • Interpersonal skill to effectively and sensitively communicate with customers, as well as all levels of supervisory and non-supervisory employees and the public; must be able to communicate in the English Language (orally and written).
  • Deals effectively with conflict by maintaining composure, applying focused listening, understanding the customer needs, identifying alternatives and finding a resolution to the customers concern.
  • Ability to take care of the customers needs while following company procedures; establishes and maintains effective relationships with customers, as well as fellow employees, and gains their trust and respect.
Working Conditions

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
