Position Summary

The Contracts Director is responsible for leading and governing all contractual and commercial matters across major construction programs, ensuring full compliance with contract documents, client requirements, and applicable standards. The role provides strategic oversight on contract administration, claims management, variations, risk mitigation, and dispute avoidance, while safeguarding the client s commercial and legal interests throughout the project lifecycle. Acting as the senior authority on FIDIC and other contractual frameworks, the Contracts Director interfaces with clients, consultants, and contractors to ensure effective contract execution and closeout.

The position also drives commercial governance, supports change management, and provides leadership and guidance to project teams across international projects.

General Description of Role and Responsibilities
  • Ensure that the requirements of the contract documents are implemented and maintained throughout the Contract period.
  • Assist in the review of contractual notices of claims and provide contractual advice to the Engineering in their administration of the Construction Contract.
  • Interact with the Client representatives, the Project Management & Supervision Consultants, and relevant Contractors in respect of all contractual matters.
  • Review all contract documents to ensure congruity and to minimize patent and latent ambiguities.
  • Implements, updates & communicates the Risk Register about all ongoing commercial/contract matters with the client team and consultants.
  • Manages the Commercial Risks by advising the client of potential claims, rough order of magnitude & necessary actions towards claim avoidance and dispute resolution.
  • Assist with the administration of ongoing Contracts, including monitoring Contractor and commission compliance with the Contract documents.
  • Prepare correspondence and maintain records necessary to ensure the effective administration of all Contractual matters.
  • Facilitate the preparation of the Contract change and prepare the relevant variation orders.
  • Responsible for the Change Management Process and initiating all credit change orders when applicable.
  • Facilitate the contract close-out procedures to ensure that all terms and conditions of contracts have been complied with before final payment to the contractor.
  • Ensure that all contractual procedures are implemented and maintained.
  • Assist in the review of Contractors  claims in accordance with the provisions of the Conditions of Contract and ensure the Client s interests are protected.
  • Ensure all warranties, bonds, insurances, guarantees, etc., are in place, maintained, and updated in accordance with the Contract and are in compliance with the Client s requirements.
  • Contract Closeout: document items to be completed, amounts to be withheld for completion, and review taking over the certificate.
  • Responsible for the preparation and maintenance of Engineers  Instructions Variation Orders, and Claim Logs.
  • Assist in the preparation of Monthly Progress Reports.
  • Assist with all contractual and commercial matters.
  • Validate the Consultants  & Contractor s interim and final payment applications from a commercial perspective and any variation from the GMP figures (rates, Contractor compliance with payment rules as per the Contract, retentions, back-charges, fees, taxes, etc.).
  • Assist the Estimation and Project Control teams with respect to contractual implications of change orders.
  • Organizes, chairs & records Commercial Meetings and records minutes of meetings.
  • Informs themselves of the relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/client department head.
Qualifications, Experience, Knowledge, and Skills
  • Bachelor s Degree in Civil Engineering, Quantity Surveying, or equivalent.
  • Must have a minimum of 20 years of experience with strong international experience.
  • Membership in RICS, CIOB, or equivalent is desirable.
  • Strong background and understanding of FIDIC forms of Contract, particularly design & build.
  • Knowledgeable in all contractual & legal matters relevant to the industry, including claim management.
  • Great leadership and organizational skills.
  • Arabic Speaking national is desirable with excellent command of written and spoken English.
