DEFINITION
Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.
SUPERVISION RECEIVED AND EXERCISEDReceives direction from the Transportation Manager. May exercise supervision over additional professional, technical and/or support staff as assigned.
ESSENTIAL JOB DUTIESEssential duties may include, but are not limited to the following:
- Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
- Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
- Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards.
- Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed.
- Review civil and public improvements plans for transportation related infrastructure.
- Review collision reports and prepare and maintain collision diagrams.
- Conduct and maintain Traffic and Engineering Surveys.
- Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
- Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
- Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
- Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.
- Conduct special research projects, including compiling and analyzing information; develop recommendations on courses of action; deliver concise, effective presentations to the Town Council, Town Commissions and members of the public.
- Coordinate with Police Department personnel to respond to public concerns related to traffic safety and circulation and parking.
- Provide staff support to other departments, boards, and commissions as directed.
- Coordinate with regional transportation agencies on transportation projects and funding opportunities, as directed.
- Maintain current program content on Town websites.
- Prepare and manage professional services contracts.
- Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
- Other duties as assigned.
- Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
- Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
- Transportation impact study elements and preparation processes; traffic signal operations; on‑and off‑street parking standards; traffic control devices; and pavement management.
- GIS, AutoCAD, Bluebeam, Microsoft Office and general software applications.
- Traffic engineering-related software such as Synchro/Sim Traffic, HCS, and Crossroads is preferred.
- Interpret plans and specifications; some GIS knowledge.
- Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
- Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.
- Design and review traffic control plans.
- Establish and maintain effective professional working relationships with fellow employees and outside agencies in a team approach and the public.
- Work a varied schedule, including evenings and/or weekends, as needed.
