Job Summary

#CA-SS This position has state-wide visibility and responsibilities. The incumbent works directly with the California Department of Public Health's (CDPH) Director and state Lead Epidemiologist and will closely coordinate Public Health Network Information Exchange (PHNIX) project activities in collaboration with the Chief Deputy Directors and other senior executive level administrators across CDPH. The incumbent will interact with state organizations, industry, healthcare and community leaders, as well as private foundation officers and trustees, industry representatives, researchers and others in carrying out the broad responsibilities of this position in relation to the PHNIX project.

Must understand government administration and how projects which may cross a wide variety of fields can be implemented and be able to express these concepts in a compelling way to statewide stakeholders, business partners, officers and trustees.

Reports directly to the State Epidemiologist providing direction and leadership on statewide epidemiology and technology projects, including serving as lead liaison between PHNIX Institute and CDPH. Coordinates with the Chief Data Strategist, Chief Information Officer, modeling and informatics team and other critical areas to ensure that work of the PHNIX project is in alignment with other department efforts.

Minimum Qualifications

  • Bachelor's degree in Business Studies, Economics, Sciences, or another similar analytical degree and/or equivalent experience/training.
  • At least five (5) years of leadership-level work in federal, state, or local government.
  • At least five (5) years of experience developing collaborative multidisciplinary working relationships and social networks central to innovation and the promotion of scientific discovery.
  • Extensive experience within large organizations and/or foundations, successfully cultivating strategic partnerships, leading cross-functional teams, and driving innovative solutions through the execution of complex initiatives, transformative business concepts, and organizational best practices.
  • Broad organizational skills in developing, authoring, and launching business initiatives for large strategic projects.
  • Demonstrated ability to identify, understand, analyze, and interpret complex written material, business contracts and financial data and effectively synthesize and communicate results of analyses.
  • Demonstrated strategic and critical thinking to executives from within and outside a large public or government organization, and skills to think strategically and serve as a sounding board for executive managers.
  • Demonstrated knowledge and skills to clearly describe systems and programs to potential partners and investors.
  • Excellent verbal and written communication, presentation, and public speaking skills.
  • Advanced proficiency in Microsoft Office software and database applications (Word, Excel, PowerPoint, and Access).
Preferred Qualifications
  • Degree in information technology, informatics or course work in epidemiology or related field.
  • An advanced educational qualification, Ph.D, JD, Graduate Business Degree (e.g., Masters of Business or Public Administration) or equivalent combination of education and experience is preferred.
  • Experience in academic health and technology settings and community engagement.
  • Experience in Public Health.
  • Experience in public communications and media.
  • Ability to interact diplomatically with diverse personalities and to exercise judgment and tact in interactions with faculty, staff, students and the public.
  • Ability to exercise initiative, originality, and judgement in applying established principles and practices to new and innovative opportunities.
  • Ability to represent the University at the highest levels and in public forums with professionalism and integrity.
  • Proven strong political acumen skills and ability to apply in diverse, complex organization.
  • Proven ability to apply high ethical standards to business practices and decision-making.
  • Proven ability to handle highly sensitive and confidential issues that require independent judgement and strict discretion, and maintain strict confidentiality of sensitive, confidential and/or privileged information.
  • Ability to represent the University at the highest levels and in public forums with professionalism and integrity.
