Position: Director of Library Human Resources and Organizational Development (HR MGR 1)

Job Summary

Reporting to the Executive Director of Finance and dotted line reporting to the University Librarian and Vice Provost of Digital Scholarship (UL/VP), the Director of Human Resources (HR) is responsible for providing strategic leadership and management of all academic and staff HR and personnel activities, many of a confidential nature. The Director establishes unit’s goals and objectives and manages a team of HR professionals responsible for the Library’s HR activities.

As a member of the Library’s management team the Director advises senior leaders and department heads on all matters related to academic and staff personnel and HR issues, and recommends and develops HR initiatives and procedures that support divisional and organizational goals, reinforcing alignment with the mission and values.

Qualifications

Minimum Qualifications
  • Bachelor’s degree in Human Resources and/or equivalent experience/training.
  • Progressively increasing responsibility and experience in providing and managing human resources in a large complex organization on a strategic level, including supervising and developing HR staff to achieve team and organizational goals.
  • Leadership experience including understanding the importance of cultivating relationships within and outside of the organization to represent the library with a high degree of professionalism and integrity; and to accomplish goals with measurable results and empower others to do the same, including guiding managers on sensitive employee and labor relations issues and processes such as recruiting and hiring employees, performance management, counseling, and corrective action.
  • Extensive experience with principles and practices of HR management, including recruitment, classification and compensation administration, employee and labor relations, collective bargaining agreements and performance management.
  • Experience providing advice and counsel to all levels of the organization, including influencing leadership without having direct authority.
  • Experience collecting, evaluating and summarizing information into report form with the skill to distill data into a concise analysis with clear recommendations that consider impact, risk, and long term need and identify improvement opportunities.
  • Experience working in a professional environment with skill to exercise political acumen in handling and responding to sensitive or difficult situations diplomatically.
  • Experience working in public higher education settings.
  • Demonstrated ability in advising senior leaders and facilitating highly charged and strategic discussions.
Preferred Qualifications
  • Preferably formal training or certification in change management (such as Prosci®)
  • Advanced education in organizational development, leadership, or organizational effectiveness.
  • Demonstrated experience working with UC policies and procedures, including automated systems and software programs.
  • Experience leading department-wide culture or change initiatives, and coaching senior leaders on culture, change, and organizational effectiveness.
  • Experience evaluating workplace climate, organizational health, and/or engagement efforts.
  • Familiarity and knowledge of academic and staff bargaining units.
  • Ability to plan and facilitate meetings, workshops, and other programs designed to engage diverse audiences and foster a culture of belonging, inclusion, and positive employee experience.
