The Product Development Operations Manager, Innovation & Integration serves as the primary liaison between program stakeholders and the IT division, responsible for the end-to-end lifecycle of digital products, services, or system enhancements. The incumbent translates business strategic objectives into technical requirements, manages product roadmaps, and drives the agile development process to deliver high-value solutions.

The role translates California Department of Public Health (CDPH) public health use cases into actionable technical requirements; enables external developers to build securely on CDPH’s platforms (Microsoft-heavy stack including Azure, M365, Rhapsody, and Databricks); and coordinates delivery across internal stakeholders and third-party partners and developers.

The Product Development Operations Manager ensures solutions are aligned to CDPH architecture standards, data interoperability, security/compliance, and operational readiness. The Product Development Operations Manager participates in agile ceremonies (sprint planning, reviews, and demos), maintains sprint-readiness across teams, and drives clear acceptance criteria, User Acceptance Testing (UAT[SS1.1]), and production handoff.

This position is located in CDPH facilities and will require regular onsite attendance for meetings, etc. up to 2 – 4 days a week depending on project load and meetings. Schedule will be determined in collaboration with state lead and in consideration of project demands.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Public Health Informatics, or related field.
  • At least three (3) years of experience in technical program management, product operations, or solutions integration, preferably in public health/healthcare or government.
  • Experience enabling teams on systems such as Azure (Data Factory, Synapse, Storage, Entra /RBAC) and Azure Dev Ops/Git Hub for CI/CD;
    Power BI exposure.
  • At least three (3) years of experience in Business Analysis or IT project management.
  • At least three (3) years of experience in coordinating technical environments and onboarding developers to large organizational platforms, tools, and security standards.
  • Experience working with enterprise data and integration platforms.
  • Ability to translate large organizational program use cases into clear, actionable technical requirements and acceptance criteria.
  • Ability to collaborate effectively across programs, vendors, and external partners, and to influence without authority in large organizations.
  • Strong communication skills for facilitating discussions between technical and non-technical stakeholders.
  • Ability to lead development processes and ensure teams are prepared for sprints, demos, and delivery milestones.
  • Strong organizational and problem solving skills to manage multiple initiatives, dependencies, risks, and decisions.


Preferred Qualifications

  • Advanced degree in Computer Science, Information Systems, Engineering, Public Health Informatics, or related field.
  • Experience working in public health.
  • Experience working within a large government or public organization.
  • Knowledge working within Azure, Databricks, and Rhapsody.
  • Knowledge of data interoperability standards relevant to public health (e.g., HL7, FHIR) and ability to ensure alignment with CDPH architecture, security, and compliance policies.
