Financial Analyst, Risk Manager/Analyst
MDW Associates is currently seeking a Financial SME to work with our government client in Dayton, OH. The Financial SME will support the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), which plays a critical role within the Department of War (DoW).
This role is hybrid and requires two to three days per week on site.
Responsibilities- Perform cost and pricing analysis support on Major Defense Programs or special focus programs in a sole source environment.
- Research and analyze contract cost, pricing, finance, and provide advice on those topics to leadership.
- Gather and analyze data regarding the impact of contract financing on the war industry.
- Provide pricing analysis in support of contract financing and other special studies.
- Perform extensive quantitative analysis, including cash flow analysis.
- Prepare draft cost analyses and price reasonableness assessments.
- Provide analysis and guidance to program offices to support successful negotiation outcomes, including use of actual historical costs, employment of streamlined approaches for analyzing proposal data, and analysis of the impact of finance and cash flow on the deal (such as financing by performance-based payments).
- Support negotiation teams in navigating pricing issues associated with the appropriate use of the commercial preference.
- Develop and provide tools and training on cost, pricing, and negotiation techniques.
- Provide resources, training, guidance, and negotiation support regarding common pricing topics such as certified cost or pricing data, incentives, commercial acquisitions, and variation in quantity.
- Focus on Fixed Price Incentive Firm (FPIF), Performance Based Payments (PBP), variation in quantity tools, and other emerging tools to enable acquisition professionals to perform their jobs more efficiently.
- At least 15 years of practical experience and at least 3 years of recent staff level (Component level or higher).
- Capable of working independently in a fast-paced environment, managing multiple concurrent tasks with urgent deadlines and interfacing with internal and external stakeholders.
- Demonstrated strong written and verbal communication skills.
- Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Contracting Professional (or Legacy Level III) is highly desirable.
- Master's Degree required.
- A bachelor's degree with a minimum of 17 years of experience will be accepted in lieu of a Master's degree.
