Responsibilities
Management level in human resources occupation under general management guidance of the Human Resources Director requiring extensive knowledge of human resources, county policies and procedures, labor law and collective bargaining, training and program development, civil service rules and regulations in order to administer, organize and direct human resources-related training programs for managers, supervisors and other staff and to assist the Director to administer the HR training program for the Montgomery County Board of County Commissioners.
Manages Training & Compliance for Montgomery County, developing and implementing programs and program design/realignment utilizing the County LMS (Learning Management System). Maintains organizational compliance with delivery of required trainings to include preventing sexual harassment and ethics, among others. Evaluates and implements diversity/implicit bias training to address the needs of and respond to a diverse workforce. Develops and implements basic supervision and leadership trainings through the LMS.
Makes recommendations relative to programs, implements changes and provides follow-up on same. Reviews and analyzes adopted service delivery systems, including the County LMS and other models to identify opportunities for improvements. Prepares and reviews weekly, monthly and quarterly reports. Researches, documents, reviews and maintains key data to illustrate customer engagement, outreach and results-based actions. Coordinates service alignment implementation across and outside the department.
Makes recommendations relative to provider contracts, reviews contracts, initiates change and monitors compliance. Researches, plans, organizes and directs a wide range of personnel related training programs, assesses training and develops the most appropriate training methods to stimulate and motivate attendees. Develops material for new training programs, reviews, evaluates and modifies existing and proposed programs, recommends appropriate changes, works with supervisors and managers to improve their interpersonal skills, knowledge of county policies, procedures and contract interpretation and application, sets up individualized and/or small group training sessions to strengthen employee understanding of county policies.
May assist Director with the interpretation, implementation & communication of all personnel related state and federal laws and mandates, identifies and recommends resolution of human resource problems, maintains liaison with the prosecutor’s office, Ohio Department of Administrative Services (DAS) and State Personnel Board of Review (SP ) and includes developing and writing policies.
QualificationsCompletion of graduate major program coursework in personnel management or human resources management/personnel administration or related field and 5 years’ experience developing and implementing training programs OR Completion of undergraduate major program coursework in personnel management or human resources management/personnel administration or related field and 7 years’ experience developing and implementing training programs. Advanced computer skills including Microsoft office suite and prior experience with LMS (Learning Management Systems).
Preferred certification in training or SHRM.
