Senior Technical Program Manager, Digital Engineering Applications
Location:
Beavercreek, Ohio (Beavercreek and surrounding areas). This full‑time, on‑site position offers substantial career growth opportunities within MTSI.
- Initiating & Planning – Design and maintain strategic capability roadmaps that align software and digital product evolution with the mission to improve readiness, reduce lifecycle costs, and accelerate logistics and sustainment technologies.
- Business Acumen & Risk Management – Evaluate business execution risks and ROI of emerging technologies, applying an entrepreneurial mindset to challenge traditional approaches and identify technology insertion opportunities.
- Technical Requirements & Systems Engineering – Translate complex operational requirements from the sustainment enterprise (depots, field maintenance, supply chain) into actionable technical specifications for software and systems engineering teams.
- Executing (Acquisition, Software Fielding & Evaluation) – Lead end‑to‑end development, integration, and deployment of software‑centric products; oversee agile development cycles and ensure technical solutions meet operational readiness standards.
- Acquisition & Program Management – Draft Statements of Work (SOW), Performance Work Statements (PWS), and acquisition strategies utilizing rapid contracting processes such as IDIQs, BAAs, CSOs, and OTAs.
- Test & Evaluation Support – Establish software product test requirements and assist in planning, coordinating, and executing software‑centric test and evaluation (T&E) activities to satisfy functional and security standards.
- Technical Evaluations – Conduct rigorous technical and programmatic reviews of vendor proposals, technical white papers, and engineering deliverables.
- Monitoring & Controlling (Performance and Stakeholder Management) – Guide projects through schedule, scope, and budget baselines, and serve as liaison among engineering teams, leadership, contracting officers, and end‑users.
- Closing (Transition & Sustainment) – Ensure successful bed‑down of mature technologies, determine long‑term management strategies, configuration control, and integrated product support elements.
- 10+ years of combined engineering/project management experience leading software product delivery in agile/Dev Sec Ops environments.
- Direct experience with modern IT infrastructure, cloud platforms, and CI/CD pipelines.
- Experience with Department of War acquisition processes and familiarity with FAR/DFARS.
- U.S. citizenship.
- Educational requirements:
Master’s degree in computer science, software engineering, or related technical field, or MBA with a bachelor’s degree in the same field. Alternatively, a bachelor’s degree with 18+ years of relevant experience may substitute a master’s degree. - Desired skills: 5+ years in an Air Force or sister service acquisitions program office; experience with model‑based systems engineering, UML, SysML, UAF; cloud‑hosted software fielding; applications in affected environments; ATO/ATC/RMF experience; configuration management and change control board processes; professional certifications (PMP, PMI‑ACP, CSPO, PSPO, CSM, PSM, etc.).
- Active DoD Secret Clearance; ability to obtain and maintain a Top Secret clearance.
