The Air Force Research Laboratory (AFRL) Technology Transition Office Directorate seeks to hire a motivated Portfolio Lead to spearhead the development of AFRL-wide Vanguard programs. This individual will be responsible for translating the Technology Executive Officer's (TEO) strategic priorities into executable, high-impact programs that will shape the future of the Department of the Air Force (DAF). This position will be filled at the DR-4 (GS-15 equivalent) level and is located at Wright-Patterson Air Force Base in Dayton, OH.
PositionDuties Include, But Are Not Limited To
- Serves as the lead and subject-matter expert on related technologies supporting the strategic planning and development of transformational concepts that span the technical breadth of AFRL to bolster the DAF kill web technologies (Build Blue Forces) to include platforms, sensors and effectors.
- Collaborates across the AFRL Enterprise (Integrated Planning Teams (IPTs), Technology Directorates, mission partner outreach), DOD partners and industry to assess emerging threats, demand signals, operational needs/gaps, disruptive technologies, investment opportunities and champions topics through the WARTECH process.
- Mentor and Guide Cross-Functional Teams in the formulation and design of challenge problems, objectives, investment strategies, concept shaping, and proposal development for enterprise 6.3 and 6.2 research efforts. This includes the coordination of partnerships and identification of transition options.
- Communicates with stakeholders to include DAF Leadership, operational/acquisition customers, agency partners, industry to scope programs and ensure continued operational alignment.
- Interface regularly with Directorate leadership and staff to establish strategies and plans ensuring the achievement of objectives set forth in AFRL strategy.
- US Citizenship.
- Ability to obtain and maintain a DoD TS/SCI clearance.
- Masters or PhD degree in a relevant field obtained from an accredited academic institution.
- Experience with DOD acquisition and contracting processes.
- This is an Acquisition Professional Development Program (APDP) position requiring Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (N). The employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Must file OGE 450 Financial Statement.
- 10 Years of enterprise research and development experience.
- Good communication skills and ability to glean technical requirements from SMEs to build AF relevant programs.
- Previous SAP/SAR experience.
