Position Overview

Full professional level in Workforce Development under general supervision of the Supervisor, Program Coordinator and/or Manager, requiring considerable knowledge of Human Services or Workforce Development program coordination, scheduling, and presentations for available community resources related to the attainment of education, employment, and healthcare goals for youth (age 14-24) working in conjunction with schools, community groups, healthcare organizations, and government agency partnerships to increase programming effectiveness for target population.

Performs the material and substantial duties of the classification more than 50% of the time.

Summary of

Job Duties

Manages, plans, develops, schedules, coordinates and promotes events and activities to address the evaluated targeted audience (age 14-24) all-inclusive needs. Provides intensive case management and high engagement services to program participants in Montgomery County. Assists in program direction; meets with program participants, establishes and manages caseloads. Completes required paperwork, eligibility processing and data entry. Works with community groups, healthcare organizations, schools, government agencies, and businesses to organize and conduct activities to help in establishing and developing goals in areas of behavior, health, education, training and/or employment.

Initiates contact with interested parties, has input on writing program policies and procedures, assists in preparation of annual budgets, and obtains necessary resources. Identifies and facilitates opportunities for regional and local partnerships and collaborations to leverage impact of programs and events. Responsible for increasing active client participation in specific programs year after year. Responsible for assessing positives and negatives for each program outcome, adjusting, and redesigning as necessary to continually improve effectiveness of assigned programs.

Provides guidance and instructions while overseeing program activities and events. Have knowledge to respond to inquiries about various programs and outreach endeavors to community and public entities.

Designs, develops, and prepares materials, oversees logistics of coordinating the availability of computer lab and community spaces, utilizes computer software to design and prepare communication materials (e.g., brochures, flyers, Power-Point presentations). Conducts presentations about Montgomery County youth programs to discuss specific programming objectives to community groups, healthcare organizations, schools and other government agencies to increase public awareness of prevention goals as it relates to targeted audience (age 14-24).

Must be able to tailor material to meet audience needs. Utilizes software to prepare spreadsheets for tracking and analysis purposes, business letters, e-mails, etc. Knowledge and understanding of the software used to meet federal government data reporting guidelines. Assists Supervisor, Program Coordinator, and/or Manager with all other program scheduling, coordinating, material preparation and promotion of various resources, prevention and intervention events and activities as directed.

WIOA Youth

Full performance level in program direction and administration requiring considerable knowledge of agency policies and practices for Comprehensive Case Management and Employment Program (CCMEP) for targeted youth (age 16 - 24) Thorough knowledge of program eligibility, work activity goals and objectives, and program performance mandates. Provide intensive case management and high engagement services to participants. Assist in program direction, meets with program participants, establishes and manages caseloads, conducts essential work activity assessments, and assignment functions.

Completes required paperwork, eligibility process and data entry.
