Overview
Management level under the supervision of the Director of Risk, Safety & Emergency Management, the Security Manager works directly with BCC officials and other county elected officials to provide a full range of security management services for all county owned and leased facilities to ensure a secure environment for all county employees, county facility visitors, and county assets. This position serves as a primary security subject matter expert for the BCC, providing guidance and consultation to county leadership and staff, and establishes and maintains the full range of the BCC security program.
The successful candidate will be an effective problem solver with strong collaborative leadership skills who possesses the ability to turn broad guidance and objectives into actionable tasks by interfacing with multiple internal and external stakeholders and will serve as the BCC’s primary security liaison with the Sheriff’s department.
- Provide vision and leadership for the full range of security operations, in collaboration with key stakeholders and vendors.
- Evaluate, develop, implement, and update security procedures, policies, and protocols for the County, including but not limited to Security Operations Manuals (SOM), Standard Operating Procedures (SOP), Access Management Control Plan (AMCP), Project Security Instruction (PSI), and other security-generated publications.
- Interpret regulations and provide guidance as the chief advisor to the BCC executive leadership team on all security-related matters.
- Make security recommendations to elected leaders and their staff, administrators, and management at all levels and recommend best practices for implementation of those recommendations.
- Coordinate with the Sheriff’s department to maintain oversight of weapon screening systems and security personnel, including ensuring Post Orders are up to date. For security personnel assigned without the Sheriff’s department oversight, evaluate the effectiveness and appropriateness of the assignment and make certain there are clear expectations in writing for the security personnel.
- Develop, lead or coordinate training for a variety of security topics (violent intruder, deescalation, crisis intervention, department specific needs, etc.). Develop and coordinate exercises, drills and penetration tests.
- Conduct vulnerability and threat assessments and recommend strategic initiatives based on findings.
- Liaison with BCC departments and other county leaders for security-related capital projects, security equipment upgrades and replacement, and contract service arrangements for special duty personnel, etc.
- Serve as the BCC’s primary security liaison with local law enforcement and other local and federal security agencies.
- Develop and maintain a county system for reporting security concerns and incidents.
- Review and investigate security incidents and make recommendations for actions to mitigate or lessen the organizational risks now and in the future. Develop and maintain a Security Incident database. Track and provide trend analysis on reported security incidents.
- Manage and oversee video management, panic button, and access control systems, and related policies and procedures, for county owned or leased buildings in partnership with Facilities Management and the Sheriff’s department.
- Disseminate relevant security updates and information in a timely manner to appropriate parties (in conjunction with Communications).

QualificationsBachelor’s degree in Business Administration, Public Administration, Criminal Justice, Security Management, or related field, AND five (5) years related work experience in defense, security operations, or law enforcement including management-level experience: OR alternative equivalent evidence of the Minimum Class Requirements.
Professional Security Certification is preferred but not required.
