POSITION DESCRIPTION

Montgomery County Common Pleas Court — Juvenile Division

CLASSIFICATION

TITLE:

FLSA STATUS: Non-Exempt

EMPLOYMENT STATUS: Full-time

DEPARTMENT: Intervention

REPORTS TO: Manager(s)/Director

CIVIL SERVICE STATUS: Unclassified

PAY GRADE: A16

WORK SCHEDULE: 40 hours per week (2nd Shift, 2p-10p with rotating weekends)

DISTINGUISHING JOB CHARACTERISTICS

Conducts administrative hearings with alleged delinquent and unruly juveniles and makes recommendations for disposition of unofficial cases.

Conducts social history and risk assessment of official cases and makes recommendations to the Court for dispositions.

Employee will be assigned to work morning, afternoon, evenings and/or weekends due to 24‑hour 7‑day nature of operation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for performing the following duties:

  • Conduct administrative hearings, interview detained youth and family members, and complete the Court Investigation Report and the Ohio Youth Assessment System (OYAS).
  • Document youths’ social history, assess youth and family needs, determine risk level, and make recommendations for treatment, release or other disposition.
  • Submit reports and recommendations to Judges/Magistrates for dispositional consideration regarding official cases.
  • Assess police reports and school referrals on non‑detained youth, unruly referrals, and parents’ walk‑in complaints to determine the appropriate initial case track.
  • Review and consider case situation, youth’s involvement with the Court and other prior actions taken by the Court.
  • Refer cases for administrative hearings, prosecutor review, certification to another county, social service, mental health, drug rehabilitation and/or other service providers and agencies, mediation and/or any other available resources for disposition in the best interest of the child.
  • Complete case tracking form, process cases, and facilitate follow‑through.
  • Collaborate with service providers and make referrals.
  • Interact with school officials to coordinate services, and other Court agencies to utilize their services and programs.
  • Process requests for sealing and expungement of juvenile records and orders of expungements from other jurisdictions.
  • Send record inquiry determination of eligibility and process for approval.
  • Process requests for judicial consent hearings submitted by juveniles seeking the option to voluntarily terminate a pregnancy without parental consent.
  • Schedule consent hearings and secure Attorneys and guardians ad litem using a computer random appointment selector.
  • Complete paperwork and submit to Judge, Attorney and GAL.
  • Conduct collection and storage of urine samples for drug testing.
  • Conduct health screening of emergency foster care youth.
  • Place youth on Electronic Home Monitoring and conduct certain "case management" functions related to EHM population.
  • Process cases involving out‑of‑state and out‑of‑county youth, contacting parents, responsible court and/or children’s services officials and coordinating with interstate compact officials, including processing of required forms.
  • Process application for parents granting marriage consent to a child; determine eligibility and process paperwork and court entries.
  • Transport youth to and from Intervention Center, home and other locations as directed by the court.
  • Complete the Daily Admit Form and disseminate it to Court personnel daily via email.
  • Display flexibility in scheduling and workload to meet needs of the Intervention Center.
  • Demonstrate ownership of a problem by attempting resolution with individuals involved, be open to feedback, and handle conflict in a professional manner.
  • Promote a positive work environment through encouragement, consideration, enthusiasm, respect, humor and tact.
  • Display a calm and organized approach in difficult or stressful situations.
  • Make good use of time, seek out and assist with other activities that will support the Court and the Intervention Center when not busy with usual job duties.
