Accountable for the overall development, management, coordination and administrative supervision of the Shelter Program and the employees that provide the services. Also ensures that standards set by funding sources and licensing agencies are met or exceeded. Promotes quality of services for the Shelter population and supports Shelter staff.

SHELTER DIRECTOR MINIMUM PERFORMANCE ENGAGEMENT, SERVICES GUIDELINES AND DUTIES:

Service Delivery Develops, coordinates and manages the overall delivery of Shelter programming and assures the quality of the program.

Responsible for oversight, implementation and monitoring of the 24-hour staff coverage of the Residential Facility.

Develops and maintains a system of supervision within the Shelter program to ensure effective dissemination of information, consistent application of policies and procedures, regular internal exchange of communication (including documentation of such exchange) regarding clinical and operational issues.

Develops and maintains an integrative, strength-based collaboration of services with other departments within the agency including participating in the development of systems that encourage integration.

Provides emergency consultation and intervention as needed.

Provides direct services for youth, if necessary, to the extent permitted by licensing requirements including information, referral, outreach, crisis intervention, advocacy, and linkage with educational, employment, financial, housing, counseling, medical and other social resources in the community.

Collaborates with the CPO and the Board of Trustees in strategic planning as it relates to community trends, shelter services and the needs of the client population served by the shelter.

Funding and Budgets Collaborates with the CFO in developing, implementing and monitoring all program budgets.

Assists CPO in writing applicable sections of grant applications, as needed.

Monitors budget and provides input to preparation of grant applications and reports, completing necessary paperwork or reports as required.

Provides all assigned Outcome, Evaluation and Annual reports for grant funding sources.

Participates fully in the process of achieving and maintaining accreditation.

Performance and Quality Improvement (PQI)
Ensures maintenance of client records in the manner proscribed by agency procedure and in accordance with the requirements of funders, monitors and professional standards.

Seeks and implements “best practice” methods, as they relate to outreach and prevention and Shelter services, to ensure PQI.Participates on the PQI Committee to assist in overseeing agency outcome evaluation process.

ADDITIONAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Serves as a member of the Management Team and on designated Task Forces and Committees.

Attends staff meetings, Director’s meetings, mandatory funding conferences and other professional meetings as scheduled by the CPO.Maintains Daybreak’s mission by cooperating and collaborating with agency directors to address needs and provide services for target population, as appropriate.

Participates in agency and programmatic strategic planning on an ongoing basis.

Attends Board meetings and other events as assigned by the CPO.Represents Daybreak at appropriate public speaking and training venues.

Ensures the development of positive relationships with community employers, social service agencies, businesses, universities, colleges and landlords, as appropriate.

Other duties and projects as assigned by the CPO.GENERAL DAYBREAK DUTIES:

Assumes an advocacy and leadership role which exemplifies the belief in the potential of the client.

Recognizes and accepts agency service limitations when serving youth and helps his/her direct service staff to understand and accept those limitations.

Ensures all duties set by agency’s guidelines and programs policies and procedures are completed on time and as assigned.

Meets weekly and/or as assigned with Supervisor to discuss programing and client’s progress.
