Responsibilities
The Airport Operations Manager reports to the Deputy Director of Aviation and provides broad guidance to the Airport Operations and Maintenance Supervisors, Airfield Maintenance Supervisors, and Garage Maintenance Supervisor. The role ensures smooth daily operations of the City’s aviation facilities, including Dayton International Airport, Dayton Wright Brothers Airport, and the downtown heliport, which operate on a 24‑hour, 7‑day basis.
- Manages HVAC systems, structural maintenance, and housekeeping in all departmental buildings.
- Assists in the preparation of airport expansion plans and inspects new construction for conformance with approved plans.
- Inspects airport buildings, airfield infrastructure, and equipment; recommends maintenance and improvement projects and provides cost estimates.
- Ensures compliance with FAA rules and regulations regarding airport certification.
- Coordinates snow and ice removal from runways, taxiways, terminal aprons, roadways and pedestrian walkways; has authority to close runways if conditions warrant.
- Responds to all emergencies, including fires, power outages, bomb threats, and other incidents.
- Establishes and maintains effective working relationships with the FAA, TSA, airlines, airport tenants, the FBI, contractors and other City of Dayton departments.
The Airport Operations Manager is held accountable for:
- Planning and managing all maintenance and new construction functions for all Department of Aviation facilities to ensure efficient operation and compliance with applicable regulations.
- Directing the preparation of FAA compliance manuals to maintain certified carrier facility status.
- Maintaining relationships with local communities, agencies, and other departments to enhance and facilitate operations.
- Preparing and overseeing the operating and capital budgets for the division.
- Overseeing emergency activities related to weather and accidents and making appropriate decisions when warranted.
Bachelor's Degree in Airport Management, Facilities Management, Engineering, Business, Public Administration, or a related field and five (5) years of experience in Airport Operations or in Facilities Management.
Degree must be from a college or university accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.
License RequirementsMust hold a valid driver's license at the time of appointment; maintain it as a condition of employment.
