Job DescriptionJob Summary: The County of Volusia is seeking an Engineering Inspector in their Facility Management division, in Daytona Beach/DeLand, Florida. The Engineering Inspector is tasked with ensuring that projects are completed according to specifications, standards, and within budget and schedule constraints. This position will work closely with the Construction Managers assigned to the capital improvement projects for County Facilities. Most projects will be renovation, repair, and retrofit projects, the ideal candidate will also be well-versed in vertical construction requirements as well.
Responsibilities- Conduct regular inspections of the contractor’s work to ensure compliance with project specifications, industry standards and customer requirements.
- Verify that all construction activities comply with relevant local, state and federal regulations, codes and safety standards.
- Oversee or conduct tests on materials and workmanship, such as soil compaction, concrete slump and weld to verify quality.
- Maintain detailed daily logs of site activities, noting any issues, delays and weather conditions that may impact the project.
- Regularly report project progress to the customer, including any deviations from the schedule, scope or budget.
- Document and report any observed non‑compliance issues, working with contractors to correct them in a timely manner.
- Track the contractor’s adherence to the project schedule, noting any potential delays and reporting them to the customer.
- Review and verify contractor invoices against work completed and materials used to ensure accuracy and prevent overbilling.
- Evaluate and validate change order requests, assessing their impact on budget, schedule, and project scope.
- Serve as a point of contact between the customer and contractor, facilitating clear communication regarding expectations, requirements, and any issues that arise.
- Collaborate with architects, engineers, and design professionals to resolve field discrepancies and design clarifications.
- Attend and participate in project meetings to discuss progress, address issues, and coordinate activities among stakeholders.
- Conduct regular safety inspections to verify that the contractor is maintaining a safe work environment and following required safety protocols.
- Ensure the contractor complies with environmental protection standards, including waste disposal and erosion control measures.
- Document and report any on-site incidents or safety violations, working with contractors to implement corrective measures.
- Assess and identify risks related to project delays, cost overruns and non‑compliance with project specifications.
- Work with project teams to develop and implement strategies to mitigate identified risks, ensuring the project stays on track.
- Proactively resolve on‑site issues as they arise, such as conflicts over scope, scheduling issues, or material shortages.
- Prepare a punch list of any outstanding work deficiencies for the contractor to address before project closeout.
- Conduct a final inspection with the customer to confirm that all work meets specifications and standards.
- Assist with the handover process, ensuring all necessary documentation, as‑built drawings, warranties, and certifications are provided to the customer.
- Proficiency in reading and interpreting architectural, structural, and engineering drawings, as well as familiarity with as‑built drawings.
- Graduation from high school or possession of a GED and four (4) years’ experience in commercial construction or related field including inspections and similar situations.
- A comparable amount of education and training may be substituted for the required experience.
- Must possess a valid Florida driver’s license within 30 days of appointment and maintain thereafter.
- Knowledge of local, state, and federal building codes (e.g., IBC, OSHA regulations) and standards for construction quality and safety.
