Position: Planner I - Emergency Management

The County of Volusia is seeking a Planner I for the Emergency Management Division. This position is located in Daytona Beach, Florida, and will be responsible for designing, developing, and reviewing various projects and programs that ensure the ongoing identification of stakeholders throughout the entire community to improve local abilities to prepare for, respond to, recover from, and mitigate against terrorism, technical disasters, and natural disasters.

  • Plans, develops, facilitates, and delivers workshop, tabletop, functional, and full-scale exercises in support and evaluation of plans and processes for Volusia County.
  • Plans, develops, coordinates, and operates the Volusia County community-wide Emergency Management Program.
  • Plans, develops and builds stakeholder capacity for the shelter program
  • Reviews, maintains and develops emergency management training programs and exercises for organizations.
  • Assists in the coordination and implementation of planning efforts for the development, operation and security, and staffing of EOC positions during event and disaster operations.
  • Assists with the development of training and exercises to evaluate planning efforts specific to event planning and operational plans.
  • Ensures planning efforts,training and exercise efforts comply with local, State and Federal programs.
  • Develops, maintains, and updates Volusia County Continuity of Operations Plans (COOP’s), Volusia County ESF checklists and job aids
  • Attends meetings (including evenings), conferences, workshops, and training sessions and reviews publications and audio-visual materials.
  • Supports development and coordinates implementation of comprehensive plans, procedures, and systems to ensure an efficient and effective all-hazards level of preparedness and response to major emergencies and disaster throughout the county.
  • Serves as an agency liaison to counties, state agencies, private sector partners and non-governmental organizations regarding disaster preparedness, response, mitigation, and recovery activities.
  • Coordinates and posts information on social media platforms.
  • Coordinates the reviews, updates, and builds stakeholder capacity for the functional Annexes and associates procedures with internal and external stakeholders.
  • Conducts annual stakeholder engagement activities, coordinates necessary training and exercise opportunities, and identify programmatic enhancement opportunities.
  • Respond back as directed after-hours, weekends and holidays as directed.
  • Performs other related work and duties as required or assigned.
  • May be assigned to other county locations based upon operational needs of the disaster.
  • May be directed to the Volusia County Emergency Operations Center or another remote location as needed.

High School Diploma or GED and four (4) years in Emergency Management, Homeland Security, Public Administration, Business Administration, Urban and Regional Planning, or related field.

OR

Associate’s degree in Emergency Management, Homeland Security, Public Administration, Business Administration, Urban and Regional Planning, or related field and two (2) years of private or public sector emergency management experience may be substituted for the minimum qualifications.

OR

Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, Business Administration, Urban and Regional Planning, or related field.

Must complete the following Federal Emergency Management Agency (FEMA) training within twelve (12) months of hire to obtain certifications and maintain thereafter. Must possess a valid driver's license at time of appointment.

  • Knowledge of the objectives, principles and practices of emergency planning, emergency management and homeland security concepts.
  • Knowledge and experience with the Web Emergency Operations Center (WebEOC) system.
  • Ability to effectively manage projects and meet deadlines.
