Position Summary

The Plans Examiner is responsible for administering plans review for residential, commercial, and industrial construction projects, structures, and systems. The Plans Examiner will assist the Building Official with other construction related reviews and inspections as needed. This position requires independent decision making with some review and guidance.

Examples of Work (Essential Functions)
  • Responsible for reviewing, evaluating, and analyzing residential, commercial, and industrial construction and renovation plans and specifications for compliance with the adopted City codes, ordinances, and accepted engineering practices.
  • Responsible for maintaining complete and accurate files of plan reviews, results of special inspections, and permit applications. Inform contractors and public of non-conformities and complete follow-up inspections.
  • Responsible for reviewing permit applications for compliance with applicable City codes, ordinances, and accepted engineering practices, including verification of contractor licenses prior to permit issuance.
  • Oversee inspections completed by third-party engineers and qualified inspectors, ensuring inspections meet the necessary code requirements. Responsible for receiving and reviewing inspection reports and completing necessary follow-up.
  • Responsible for the structural, mechanical, plumbing, electrical, energy, and fire code reviews on all construction projects for conformance with adopted City codes, ordinances, and accepted engineering practices.
  • Respond to inquiries and complaints from the public and employees about plan review of residential and commercial projects, structures, and systems.
  • Meet with developers, contractors, and engineers for construction projects prior to the start of construction, throughout the plan review process, throughout the construction process, and upon permit close out as needed.
  • Responsible for collaborating with the City’s Building Official, Inspectors, Engineer, and Planner on matters related to construction and plan review of residential, commercial, industrial, and capital projects within the City.
  • Provide technical advice and assistance to the development community, contractors, employees, and members of the public on the requirements of the building, mechanical, plumbing, electrical, energy, fire, and related codes and ordinances.
  • Keep abreast of changes to the building codes, new construction products, and techniques.
  • Assist in the training of new department staff in the field of adopted building codes.
  • May assist Building Inspectors with conducting field inspections as needed.
  • Assist the Building Official on matters related to construction, code compliance, and other department functions as needed.
  • May be asked to perform other duties that are not listed but are essential to the job.
Minimum Qualifications
  • Bachelor’s degree in architecture, engineering, construction science and technology, or equivalent combination of education and experience.
  • Three to five years of experience in either construction codes administration or equivalent.
  • Must have and maintain an ICC certification as a Building Plans Examiner or equivalent.
  • Must have or be able to achieve ICC certifications as an Electrical, Mechanical, Plumbing, and Accessibility plans examiner within a timeframe determined by the Building Official after hire.
  • Valid driver’s license
Preferred Qualifications
  • Master’s degree in architecture, engineering, or construction science and technology.
  • Combination Plans Examiner certification through ICC.
  • Certified Building Official certification through ICC.
  • Master Code Professional certification through ICC.
  • Five to ten years of experience in construction codes administration and plan review.
  • Prior work in municipal government or public safety.
  • Experience working with private sector partners in critical infrastructure or large-scale developments.
  • OR an equivalent combination of education and experience.
