Position: Program Analyst (CDBG-DR ALLEY SEWER PROGRAM)

SUMMARY

The City of Detroit Water and Sewerage Department is seeking a detail-oriented and highly organized Program Analyst to support construction and infrastructure projects, specifically the Alley Sewer Repair Project. This role will work closely with Project Manager, Project Engineers, Construction Managers, contractors, and finance teams to ensure accurate review, processing, and payment of contractor invoices in compliance with federal, state, and local regulations funding requirements, contract terms, and project budgets.

The ideal candidate will have strong analytical skills, experience with construction project administration, and knowledge of federal, state, and local funding compliance requirements related to public infrastructure or capital improvement projects.

EXAMPLES OF DUTIES
  • Review contractor invoices, pay applications, change orders, and supporting documentation for accuracy and compliance with contract terms.
  • Coordinate with Project Engineers and field staff to validate completed work, quantities, and milestone achievements prior to payment approval.
  • Monitor project budgets, encumbrances, and expenditures to ensure alignment with approved funding allocations.
  • Assist in tracking federal funding requirements, grant compliance, reporting deadlines, and audit documentation.
  • Maintain detailed records of invoices, payment approvals, contract modifications, and project financial data.
  • Support the preparation of financial reports, budget updates, and project status reports for leadership and funding agencies.
  • Identify discrepancies, missing documentation, or billing issues and work collaboratively with contractors and project teams to resolve them.
  • Ensure compliance with applicable federal, state, and local regulations, including the City of Detroit procurement and reimbursement requirements.
  • Participate in project meetings and provide financial and programmatic support to Project Manager, Project Engineers and key staff members.
  • Assist with audits, documentation requests, and closeout activities for projects.
MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Business Administration, Public Administration, Finance, Construction Management, Engineering, or a related field is preferred.
  • Minimum of 3 years of experience in one or more of the following project controls, construction administration, program analysis, finance, or contract administration.
  • Minimum of 3 years of experience in administration support of construction or infrastructure projects.
  • Minimum of 3 years of experience reviewing contractor invoices or pay applications for construction or infrastructure projects.
  • Familiarity with federal, state, and local funded projects, grant compliance, or public sector procurement processes is highly desirable.
  • Proficiency in Microsoft Suite (specifically advanced knowledge in excel) and financial tracking systems.
  • Excellent analytical, organizational, and communication skills.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
ADDITIONAL QUALIFICATIONS
  • Experience working with municipalities, utilities, infrastructure or public works projects.
  • Knowledge of federal funding requirements such as CDBG, CDBG-DR, FEMA, EPA, ARPA, or other federal, state, and local funded programs.
  • Experience with project management software or construction management platforms.
